The purpose of this study is to investigate the effect of determinants of self-control on police misconduct in local police organizations. In line with this perspective, this study selects impulsivity, simple task, risk seeking, physical activity, self-centered, and temper as determinants of self-control based on the research tool of Grasmick et al.(1993), utilizing the research tool of Wolfe and Piquero(2011) to measure police misconduct. This study employs a survey questionnaire to evaluate the effect of determinants of self-control on police misconduct. A 31-item survey questionnaire was administered to 400 street-level police officers working at 8 police patrol units in Daegu metropolitan city. The research data are analyzed by using four statistical methods: factor analysis, reliability analysis, correlation analysis, and multiple regression analysis. As the result of analysis, self-centered has statistically significant effects(p<.01), temper has a statistically significant effect(p<.05), and impulsivity and simple task have statistically significant effects(p<.1) on police misconduct. The analytical results show that police organizations should establish alternatives for enhancing self-control in order to eradicate police misconduct focusing on improving mental health and psychology of police officers. The most effective way to eradicate of the police misconduct is to make efforts to strengthen the control of the police themselves. In addition, it is necessary to establish a self-management system that allows police officers to control themselves through periodic self-control measures for police officers. It may also be a good idea for senior managers to provide personalized management information to individual police officers through periodic Minnesota Multiphasic Personality Inventory(MMPI) or Myers-Briggs Type Indicator(MBTI) tests.

본 연구는 일선경찰관의 자기 통제력 구성요인이 경찰 문제행위에 미치는 영향을 분석하는데 그 목적이 있다. 본 연구는 일선경찰관의 자기 통제력 구성요인으로 Grasmick et al.(1993)의 구성요인인 충동성, 복잡한 과업보다는 단순한 과업 선호, 위험 추구, 지적인 행동보다는 육체적인 행동 선호, 자기중심, 화 기질을 활용하였고, 경찰 문제행위를 측정하기 위해 Wolfe & Piquero(2011)의 측정도구가 활용되었다. 분석결과, 자기 통제력 구성요인인 자기중심은 유의수준 0.01에서, 화 기질은 유의수준 0.05에서 그리고 충동성과 복잡한 과업보다는 단순한 과업선호는 유의수준 0.1에서 경찰 문제행위에 정(+)의 영향을 미치는 것으로 나타났다. 반면, 위험 추구와 지적인 행동 보다는 육체적인 행동 선호는 통계학적으로 경찰 문제행위에 유의미한 영향을 미치지 못하는 것으로 나타났다. 이런 연구결과를 토대로, 본 연구에서는 경찰관의 내재적·심리적 측면에 초점을 둔 일선경찰관의 자기 통제력을 강화하기 위한 방안을 제시하였다. 그 중에서도 경찰의 문제행위 근절을 위한 대표적인 방법은 경찰 스스로가 자신에 대한 통제를 강화하기 위한 노력을 경주하는 것이 가장 효과적이라 할 수 있다. 또한 경찰관을 대상으로 한 주기적 자기 통제력 측정을 통해 경찰관 스스로가 자신을 통제할 수 있는 자기관리 시스템을 마련할 필요가 있다. 또한 주기적인 MMPI(Minnesota Multiphasic Personality Inventory) 혹은 MBTI( Myers-Briggs Type Indicator) 검사를 실시하여 상급관리자가 개별 경찰관에 대하여 맞춤식 관리를 할 수 있도록 정보를 제공하는 것도 좋은 방안이 될 수 있을 것이다.
