The primary goal of this work is to illustrate that the structural change of the world politics has only a limited impact on the Japanese defense policy of the post-Cold War era which can be evaluated as being positive and expansive in the two dimensions of direction and speed. The collapse of the Cold War is more of the uncertainties than the activism in Japanese defense policy. This goal of this analysis is the comparison of the structural and the political factors between the two periods of the Cold War and the post-Cold war. Before the 1990, the Cold War structure was the major factor that decided the sub-structures of U.S.-Japan alliance and the Japanese domestic politics. After the 1990s, while the global strategy of the U.S. provided the framework for the Japanese grand strategy, the factors in the domestic politics were the most important motivators in the changes of its defense policy in the new era.
