The National Assembly building is one of the most important national facilities in the "A" class in the Unified Defense Act. It is a place where the major national personnel are the most abundant and frequent visitors. It should always be safeguarded from external threats. However, due to the expansion of the openness of the National Assembly, the number of people visiting the National Assembly building for the purpose of attendance has been continuously increasing, and currently there are about 1 million visitors per year. Therefore, it is necessary to preemptively tackle the security problems of the government building so as to ensure the safety of the National Assembly building in response to the changed security environment where various threats are increasing. Based on this background, this study conducted a survey on the employees of the security planning office of the National Assembly. Research has shown that employees are very aware of the potential for terrorism and that their perception of the risks is very serious. However, employees felt that physical security devices and facilities were not enough for this purpose. They were also aware of problems such as lack of equipment that could be used for terrorist attack by bomb and vehicles, hostage situation and biochemical terrorism, etc.

국회의사당은 많은 국가 주요인사가 상주하는 통합방위법상의 “가”급 국가중요시설로서 그 기능에 문제가 생겼을 경우 국가적으로 막대한 손실이 발생하는 장소이므로 반드시 대내·외적인 위협으로부터 항상 안전하게 보호되어야 한다. 하지만 국회 개방성의 확대로 인해 최근 방청 또는 참관을 위해 국회의사당을 방문하는 인원이 지속적으로 증가하여 현재 연간 약 100만 명에 달하는 등 보안상의 어려움이 가중되고 있다는 문제점이 있다. 그러므로 각종 위협이 증가하고 있는 변화된 경호환경에 대응하여 국회청사 및 회의장의 안전을 보장할 수 있도록 청사보안 상의 문제점들을 선제적으로 보완할 필요가 있다. 이러한 배경을 바탕으로 본 연구에서는 국회사무처의 보안 책임조직인 경호기획관실 직원을 대상으로 인식조사를 실시하였다. 연구 결과 직원들은 테러 발생 가능성에 대해 대단히 높게 인식하고 있었으며, 그 위험성에 대한 인식도 매우 심각하다고 생각하였다. 그러나 이를 위한 물리적 보안장치나 설비에 대해서는 매우 부족하게 느꼈으며 실제 차량테러, 폭탄테러, 생화학테러, 요인·인질 테러 등에 대비할 수 있는 장비가 국회에 갖추어 있지 않는 것 등을 문제점으로 인식하고 있었다.
