This paper analyses the government support policy using Fischer’s policy evaluation method with focusing on the policy of areas adjacent to districts granted to the United States Armed Forces in Korea. The results showed that in the phase of program verification, actual performances against targets in a comprehensive plan for development of areas, etc. adjacent to a granted district were low. In the phase of situation validation, the targets of the comprehensive plan were not properly established against problematic situation too. However, in terms of system vindication phase, it seemed that the policy targets of government supports on the areas adjacent to granted districts contributed to rationalize social value in national level. Finally, when it comes to the phase of social choice, the government supports on underdeveloped areas fulfilled a constitutional value of balanced national development, but it conflicted with the policy to curb the undue development of Seoul metropolitan area since the areas subject to government supports were centered on these areas.

이 글에서는 주한미군 공여구역주변지역 등을 중심으로 한 정부의 지원정책을 Fischer의 다차원적 정책평가방법론을 활용해 평가하였다. 분석결과, 프로그램 입증 단계에서 보면 발전종합계획이 목적대비 실적은 낮은 것으로 나타났다. 상황적 입증 단계에서도 발전종합계획의 목표가 문제 상황에 적합하게 설정되지 못한 것으로 보인다. 그러나 시스템 입증 단계에서 보면, 주한미군 공여구역주변지역 등에 대한 정부지원이란 정책목표는 국가차원의 사회적 가치 실현을 위해 기여하는 바는 큰 것으로 보인다. 마지막으로 사회적 선택 단계에서 보면, 낙후된 지역에 대한 지원으로 국가균형발전이란 헌법적 가치를 실현하고 있으나, 지원대상이 되는 지역들이 수도권에 집중되어 있음에 따라 수도권개발억제란 가치와 상충되고 있었다.
