North Korea is one of the dictatorship states dominated by the ruling class. It is based on Juche ideology and based on Kim Il Sung-Kim Jong Ilism as the only guiding ideology. It is a Theocracy-Political state. Kim Jong-Un, the sixth year in the hereditary power, has not exposed unstable singns of political power and military power since May 2016, after the 7th party congress. Especially, despite frequent replacement of high-ranking officials of the Labor party and the Cabinet, the military headquarters, no moves to resist or challenge Kim Jong-Un have been found. One of the secrets of keeping North Korea in line with the Kim Jong-Un regime lies in the control of social and people by the social control mechanism and the thorough monitoring system. In order to analyze the North Korean social control mechanism and the change factors of the system, it should be analyzed based on the theory of system change and the social political life theory of North Korea. Therefore, we look over the theory of scholars and experts on the North Korean system change and social control mechanism, the theory of guvnor, which is the governing logic that leads the North Korean people, and the comparative analysis of the cases or China, Vietnam, soviet and Eastern European socialist countries. The possibility of change in the North Korean regime and implications.

북한은 수령에 의해 지배되는 1인 독재국가로서 주체사상에 바탕을 둔 김일성-김정일 주 의를 유일한 지도사상으로 하여 노동당을 주축으로 한 사회주의체제를 강화시키면서 3대 세 습체제를 구축한 세계에서 가장 폐쇄된 신정정치 국가이다. 제2차 세계대전 이후에 16개국이 넘었던 사회주의체제는 현재에 이르러 중국, 베트남, 쿠 바, 북한 등 4개국으로 감소되었다. 그런데 중국과 베트남의 정치체제는 사회주의체제를 유 지하고 있으나, 경제체제는 시장자본주의체제를 도입한 체제변동을 하였으며, 쿠바도 경제개 혁을 추진하고 있다. 유독 김일성-김정일 주의에 의하여 ‘우리식 사회주의체제를 필승불패로 여기고 고집하는 국가는 북한뿐이다. 따라서 북한 사회를 분석함에 있어서 북한에서 체제변동을 가져올 충분 한 조건과 내·외적 중압이 계속되고 있음에도 현재까지 우리식 사회주의체제를 유지하고 있 는 북한 현상을 규명할 수 있는 적실성 있는 이론이나 학자나 전문가들의 주장과 연계한 북 한의 체제변동을 진단하는데 있어서 의미가 있다고 본다.
