This paper is to analyse North Korea's Asymmetry Threats and the EOK's Responses. To this end the paper is composed of 5 chapters titled instruction; the concepts and types of asymmetric threats; North Korea’s asymmetric power and possibility of war provocation; our responses to North Korea's asymmetric threats; and conclusion. North Korea's asymmetric forces are threatening our security. Asymmetric power refers to a weapons capable of mass destruction or surprise attacks, such as nuclear or ballistic missiles, chemical or biological weapons, submarines, and special warfare unit etc. In order to maintain South Korea's military superiority, North Korea focused on conventional power up until the early 1980's. Until now, it has focused on expanding asymmetric power. North Korea is concentrating on diversification of asymmetric power such as cyber warfare, electronic warfare, and UAV, while developing political psychological warfare. It is likely that sooner or later SLBM submarine power will emerge as a serious asymmetric power source. In order to respond to these asymmetric threats, it is necessary to closely evaluate and analyze the size, role, and possibility of asymmetric power in North Korea. In order to deter and neutralize weapons of mass destruction including nuclear weapons and other threatening asymmetric power in the future, South Korea needs to enhance its ability to implement a tailored deterrence strategy in close Korea-US military cooperation, build a Korean three-axis system, and further reverse asymmetric power.

본 논문은 북한의 비대칭 위협과 한국의 대응을 분석한 것이다. 비대칭 위협의 개념과 유 형, 북한의 비대칭 전력증강과 전쟁 도발가능성, 북한의 비대칭 위협에 대한 우리의 대응방 향을 살펴본 후 결론을 도출해본 것이다. 북한의 비대칭 위협이 우리의 안보를 크게 위협하고 있다. 비대칭 전력은 핵이나 탄도미 사일, 화학·생물학 무기, 장사정포, 잠수함(정), 특수전 부대 등 대량살상이나 기습공격이 가능한 무기를 말한다. 북한은 대남우위 군사력을 유지하기 위해 1980년대 초반까지는 재 래식 전력증강에 주력했고, 그 후 재정난에 처한 현재까지는 비대칭 전력의 확충에 집중하 고 있다. 북한은 정치심리전을 전개하는 한편, 사이버전과 전자전, 무인기 등 비대칭 전력의 다양화에도 집중하고 있으며, 조만간 SLBM 잠수함 전력이 심각한 비대칭 전력으로 부상할 것으로 우려된다. 북한의 비대칭 위협에 대응해 나기기 위해서는 북한의 비대칭 전력의 규 모와 역할, 활용 가능성에 대한 면밀한 평가와 분석이 필수적이다, 향후 북한의 핵을 포함 한 대량살상무기와 기타 위협적인 비대칭 전력을 억제 및 무력화하기 위해서는 한국은 긴밀 한 한미공조 속에서 맞춤형 억제전략의 실행력을 제고해 나가고, 한국형 3축체계를 구축해 나가며, 또한 역비대칭 전력을 더욱 강화해 나가야 할 것이다.
