The Korean economy, has achieved high growth through fostering export oriented conglomerates, is facing problems that the exports of the companies do not lead to employment. In order to address the problems, the Korean government is trying to develop new businesses through the fourth industrial revolution and its action measure is to highlight a start-up. This research analyzed the performance determination factors of information processing startup companies, under three years of incorporation, utilizing the result of technical feasibility assessment of Small and medium Business Corporation (SBC) from 2012 to 2015. Focusing on the information processing industry is to concentrate on startups in the industry that will be the biggest foundation in the fourth industrial revolution era. The factors were derived from analyzing the assessment of factors using the evaluation items of the technical feasibility assessment model of SBC. The research result shows that growth and profitability are important factors for market entry possibility of IT start-up companies in early stages, technology development capability is critical to the growth and business management capability is significant for profitability. In particular, business management ability is rather negative in terms of corporate survival so that initial startup companies or would-be startup founders should prepare to establish a business realizing that the strategic goals about the market entry possibility and technology development capability are more important than internal control or management system building of an organization.

본 연구는 중소기업진흥공단의 ’12년에서 ’15년까지 기술사업성 평가결과를 활용하여 설립 3년 미만의 정보처리업 창업기업의 성과결정요인을 분석하였다. IT 창업기업 중 특히 정보처리업을 중심으로 분석한 것은 4차 산업혁명시대에 가장 큰 기반이 될 SW 창업기업의 기술사업성 역량과 성공요인을 살펴보기 위함이다. 성과결정요인은 중소기업 정책자금의 기술사업성평가모형의 평가항목을 활용하여 요인분석을 통해서 추출하였다. 연구결과, 초기 창업 IT 기업의 시장진입가능성은 성장성, 수익성에 중요한 요소이며, 기술개발역량은 성장성에 중요하고 경영관리역량은 수익성에 중요한 것으로 나타났다. 특히, 경영관리역량은 기업의 생존여부 가능성 측면에서 오히려 부정적인 영향을 미치고 있는 것으로 나타났다. 결론적으로, IT기업의 초기 창업단계에서 기술개발 역량 확보와 이를 통한 시장성 확보의 전략적 목표가 조직의 내부통제나 관리시스템 구축보다 더욱 중요하며, 이러한 연구결과는 IT 창업기업에 대한 정책적 지원측면의 시사점을 제공한다. 본 연구는 초기 창업 IT 기업의 성공요인과 생존가능성에 대한 실증분석을 통해 정책지원 방향의 기초자료로 활용될 수 있을 것이다.
