The purposes of the study are to analyze industrial competitiveness across eight regions in South Korea by using Location Quotient (LQ) index, an indicator for competitiveness analysis, of the knowledge information industry, to select an optimal region with dominant industrial competitiveness, and to suggest strategies to promote knowledge information industries and plans to balance regional development. For these goals, LQ Index was calculated by analyzing business characteristics, such as the number of business, number of workers, and total revenues. As a result, LQ index was the highest in Kyunggi-Incheon region among the metropolitan area, implying high concentration of knowledge information industry in the metropolitan region and noticeable unbalanced development between regions. These analyses showed an indirect correlation between competitiveness and science technology. The difference between 1.06 and 1.1 in Chungcheong area was that the former, or 1.06, was the LQ index with including Seoul, while the latter, or 1.1, was the index without including Seoul. In addition, from the perspective of selecting a comprehensive location for balanced regional development, the Dongnam region has the greatest potential to raise industrial competitiveness and development possibility according to the LQ index analysis. Also the region that needs to strengthen and encourage its competitiveness is Daekyung region.

본 연구는 지식정보산업에 입지계수를 적용하여 전국 8개 권역별(서울권, 경인권, 강원권, 충청권, 대경권, 동남권, 호남권, 제주권) 산업생태계에 따른 경쟁력의 비교우위를 분석, 연구하였다. 세부적으로 산업생태계를 구성하는 기업특성 기반의 매출액, 사업체 수, 종사자 수를 분석지표로 입지계수를 산출, 분석하였으며, 지역적 특성에 기반 지정학적행정적인 포괄적 관점으로 권역별 산업생태계 경쟁력을 고찰하였다. 연구결과, 서울과 경인권이 주축이 되는 수도권이 지식정보산업 경쟁력 측정지표인 입지계수가 가장 높은 것으로 분석되어 지식정보산업의 수도권 집중 현상이 뚜렷하게 나타났고 지역 간 산업 불균형 발전이 두드러졌다. 서울의 평균 입지계수인 1.11과 비교 시 지방권역 중 충청권이 서울 포함, 미포함 모두 1이상의 높은 입지계수를 보여 지식정보산업에서의 경쟁력과 과학기술의 상관관계를 입증해 주었다. 지역균형발전을 위한 포괄적 입지 선정 관점에서 수도권과 충청권을 제외한 지방권역 중 높은 경쟁력을 더욱 강화하고 장려해야 하는 권역으로는 대경권이, 산업경쟁력 육성과 발전 가능성이 높은 권역으로는 동남권으로 제시되었다. 이를 통해 본 연구는 지식정보산업의 입지적 타당성 검증과 비교우위에 있는 산업생태계 조성의 요인을 토대로 지역적 특성을 분석함으로써 바람직한 산업정책 제시에 일조하고자 한다.
