The purpose of this study is to analyze the policy of NURI Curriculum based on four dimensions of educational policy theory. The analysis was accomplished in four dimensions applying Cooper, Fusarelli & Randall framework; normative, structural, constituentive, and technical. This framework enables individual to understand policymaking in education through various perspectives. The results of this study are as follows. First, the policy of NURI Curriculum necessitates a contemplation of the influence and intention of policies along the values, standards, and philosophies that compel societies to undertake improvement and change. Second, the law and regulations need to be set up because the intricate structure of policies is crucial to evaluate the influence of the policy on educational institutions. Third, the communicational channels have to be organized to make teachers, parents, administrators, or government officials share their opinions and cooperate and find a resolution for the formation of policy. Finally, the levels of government should organize and establish the intention of policy evaluation, data collection, a design for analysis, and a way to publicize the results.

본 연구는 만3-5세 유아에게 공정한 보육 및 교육기회를 제공하는 공통의 보육·교육과정으로, 유치원·어린이집 유아 구분 없이 동일한 내용을 가르치고 동일한 비용을 지원하는 보편적 교육·복지제도인 누리과정 정책을 Cooper, Fusarelli, & Randall(2004)의 정책분석 틀을 활용하여 분석하고, 분석결과에 따라 향후 정책 방향과 과제를 도출하였다. 연구 내용과 관련하여 분석한 결과는 다음과 같다. 첫째, 유치원과 어린이집에 대한 관할 부처, 관리 방안, 지원 단가 등의 차이에 따른 논란이 제기됨에 따라 무상교육․보육에 대한 법률적 해석과 범위에 대한 사회적 합의가 요구된다. 둘째, 2016년 ｢유아교육지원특별회계법」의 제정으로 갈등이 일시 봉합된 상태이나 3년 한시 특별법에 대한 제도적인 개선 사항이 필요하다. 셋째, 정책의 연속성과 안정성을 확보하기 위해 정책이해당사자간의 합의수단이 강구되어야 한다. 넷째, 정책에 대한 체계적인 평가, 관리, 환류 등에 대한 제도적인 보완이 요구된다.
