In order to expect a positive effect such as improvement of the employment rate through the implementation of the policy to expand the job, it is necessary to secure the budget for the planning and execution of the related business. So it is important to the quantitative and qualitative expansion of the related budget. In the case of “disclosing system of regional job creation”, which is a part of a policy effort to expand jobs, the desired outcomes can be achieved when financial support is provided to substantially support policy efforts. While there are a lot of researches on the job policy, the research on the job budget to control the actual performance of the job policy has been rarely carried out. In this paper, we examined the necessity of change of job policy by focusing on job related budget. In the case of disclosing system of regional job creation involving most municipalities, there are significant differences in the performance of job creation by municipalities. The main reason for these can be found in the difference of the related budget for the increase of the dedicated manpower and expansion of the job business. In this regard, this study examined the policies of the central and local governments, which are actually responsible for enforcing the job-related budget. In particular, we investigated the present status and the direction of improvement of the budget related to the job creation, focusing on the case of Gyeongbuk province.

일자리 확대를 위한 정책의 시행을 통하여 취업률 개선 등의 긍정적인 효과를 기대하기 위해서는 관련 사업의 계획수립 및 집행을 위한 예산의 확보가 필수적이기 때문에 관련 예산의 양적, 질적 확대가 필요하다. 일자리확대를 위한 정책적인 노력의 일환으로 실시되고 있는 일자리 공시제의 경우도 정책적인 노력을 실질적으로 뒷받침할 수 있는 재정적인 지원이 이루어질 때 소기의 성과를 얻을 수 있다. 본 논문에서는 일자리정책에 관한 연구는 많이 이루어진 반면에 일자리정책의 실질적인 성과를 좌우할 일자리예산에 관한 연구는 거의 이루어지 않고 있는 상황을 고려하여 일자리정책 변화의 필요성을 일자리관련 예산을 중심으로 살펴보았다. 대부분의 자치단체가 참여하고 있는 일자리 공시제의 경우, 일자리 창출의 성과에 있어서 자치단체별로 상당한 차이가 발생하는 중요한 원인으로 전담 인력의 증원 및 일자리 사업의 확대를 위한 관련 예산의 차이에서 찾을 수 있다. 이러한 관점에서 본 연구에서는 경북지역 자치단체의 사례(경상북도, 청도군 등)를 중심으로 실질적으로 일자리관련 예산의 집행을 담당하고 있는 중앙정부, 광역자치단체, 기초자치단체의 일자리관련 예산의 현황과 문제점을 파악하고 개선방향을 검토하였다.
