The social service definition in the Framework Act on Social Security 2012 reflects the context of our society since the mid-2000s, but it is also the cause of confusion in reality. The broad definition of social services defined in the Framework Act on Social Security 2012 is used to refer to state support activities for almost all areas related to human life such as welfare, health, education, labor, and culture. On the other hand, it is used as a social welfare service defined by the Social Welfare Services Act for the socially vulnerable people such as child welfare, the elderly welfare, and the welfare of the disabled. In addition, by the introduction of the social service electronic voucher system in 2007, social services is also used as a term to refer to a service delivery by means of a voucher. The diversity of these concepts creates difficulties in setting goals and scope of social service policies. But the alternative to overcome this confusion is not clear. It is realistic to understand that the term social service in Korea is related to the social and political background in which the term has been used and therefore reflects our reality. Thus, the confusion and tensions surrounding the concept of social services seem to be inevitable for a period of time. It would be appropriate to respond to the confusion of concepts from the perspective of respecting the diversity and mixed meanings of social services.

2012년 사회보장기본법상의 사회서비스 정의는 사회서비스라는 용어를 사 용해온 2000년대 중반기 이후의 우리사회의 맥락을 반영한 측면도 있지만, 현실에서는 혼란의 원인이 되고 있는 것도 사실이다. 사회보장기본법에서 정 의하고 있는 넓은 의미의 사회서비스는 복지, 보건, 교육, 노동, 문화 등의 사 람의 삶에 관계된 거의 모든 영역에 대한 국가의 지원활동을 지칭하는 의미 로 사용된다. 다른 한편으로는 아동복지, 노인복지, 장애인복지 등 사회적으 로 취약한 사람들을 위한 사회복지사업법에서 정하고 있는 사회복지서비스의 의미로 사용되기도 한다. 또한 2007년 사회서비스전자바우처 제도의 도입으 로 바우처라는 수단으로 서비스를 전달하는 영역을 지칭하는 용어로 사용되 기도 한다. 이런 개념의 다의성은 사회서비스 정책의 목표와 범위를 설정하는 데 어려움을 야기하기도 한다. 그러나 이런 혼란을 정면으로 극복할 수 있는 대안은 명확히 드러나지 않 는다. 이는 우리나라에서 사회서비스라는 용어가 사용되어 온 사회적, 정치적 배경과 관련이 있고, 그렇기 때문에 우리의 현실을 반영한 모습이라고 이해 하는 접근이 현실적이다. 따라서 사회서비스의 개념을 둘러싼 혼란과 긴장은 여러 사회서비스 관련 학자들의 견해들에서 발견되는 것처럼 향후 일정 기간 동안은‘다양성과 혼합된 의미의 존중’이라는 맥락에서 풀어나가는 것이 불 가피해 보인다.
