Based on the pre-research on NEET, this study, after comprehending the current state and traits of our society, researched the policy that is mutually related to NEET’s entry to labor market and colleges’ vocational training, comparing the precedents of US, UK, Germany, and Japan, to mitigate the NEET problem and find promising solution. Based on the results of this study, we provided implication in Korea for overcoming the Korean NEET problems currently remaining low rank among the OECD nations. After comparatively analyzing the vocational trainings and employment policies of US, UK, Germany, and Japan, for their NEETs, each country provided comprehensive policies for better social integration and social welfare. Therefore, advanced nation’s institutional strategy, providing practical supports with the focus on social welfare, will bring significant implications on Korea’s policy on social welfare. Secondly, to continuously and systematically support the sociality and the emotions of the NEETs, each nation is strengthening its financial status, promoting the efficiency of its support system, and emphasizing the significance of the cooperation with organizations in and outside of school. Lastly, each nation was precisely and analytically viewing the current state, and its government had analyzed the problem with the policies and suggested the solutions. Advanced nations, making multilateral efforts to resolve the NEET situation, are all together stressing the consolidation of education suitable to the society and vocations, opportunities to experience the jobs, and reinforcement of the direct and indirect financial supports. Furthermore, advanced nation’s support policy, for an employment stabilization based on the total unemployment rate, was preparing NEETs for a long term with diverse vocational trainings. Therefore, in order to practically mitigate the NEET problem, instead of neglecting the economic recovery or quality of the job and providing short term solutions through the policy, we must comprehensively and consistently support though the policy in a long term.

본 연구에서는 청년 NEET에 대해 선행연구를 바탕으로 우리사회의 현황과 특성을 파악한 후, 청년 NEET에서 탈출하기 위한 방안을 모색하고자 청년 NEET층 노동시장 진입과 대학에서의 직업훈련 프로그램으로 상호 관련되는 정책을 미국․영국․독일․일본의 사례를 비교 분석하였다. 본 연구결과를 바탕으로 현재 OECD 국가 중 하위권에 머무르고 있는 우리나라의 청년 NEET 현상을 극복하기 위한 우리나라에서의 시사점을 제공하였다. 미국, 영국, 독일, 일본의 청년 NEET대상 직업교육정책 및 고용정책을 비교 분석한 결과, 각국은 사회통합 차원에서 청년 NEET에 대한 정책을 통합적으로 제공하며 복지적인 관점에서 접근하고 있었다. 이처럼 선진국의 복지적인 관점을 바탕으로 실제적인 지원의 제도적 장치를 갖고 있는 점은 우리나라 지원정책에 많은 시사점을 줄 수 있을 것이다. 다음으로, 각국은 청년 NEET의 사회성 및 정서적 지원 방안을 지속적, 체계적으로 실행하기 위해 재정지원을 강화하고 프로그램지원의 효율화를 도모하고 있으며, 학교와 학교 밖 기관과의 협력 및 파트너 십을 강조하고 있었다. 마지막으로, 각국은 보다 정확하고 분석적인 현황파악을 하고 정부에서 정책적으로 그들의 문제점을 분석하고 이에 대한 해결방향을 제시하고 있었다. 청년 NEET 문제 해결을 위하여 다각적인 노력을 하고 있는 선진국들은 공통적으로 사회 및 직업세계에 적합한 교육 강화, 청년 NEET를 위한 일 경험 기회 제공, 직·간접적 재정지원의 강화 등을 강조하고 있다. 또한 선진국들의 청년지원정책에서는 전체 실업률을 바탕으로 고용안정을 위해 장기적인 관점에서 청년 NEET들을 위해 다양한 직업훈련으로 대비하고 있었다. 따라서 보다 실제적으로 청년 NEET의 문제 해결을 위해서는 경기회복이나 일자리 질을 고려하지 않은 단기적인 정책 처방을 통해서 청년 NEET 문제를 해결하기 보다는 종합적이고 장기적인 관점에서 지원정책을 일관성 있게 지원해 나가야 할 것이다.
