This paper aims to explore the conservation and sustainable land utilization of Korean Demilitarized Zones (refer as to DMZ). DMZ, which is a 4 kilometers wide strip of land horizontally crossing the peninsular between man-made barbed wire military fences, have been the heart-breaking place for the division of Korean nations as well as the frontline of military conflicts between South and North Koreas. Ironically the strip has been spotlighted as a unique eco-system created by non-human intervention for sixty plus years since the end of the Korean War. According to the changes in political situation, DMZ is also recognized as crossroads for mutual interactions between the two Koreas. Given this unique situation of DMZ, policy suggestions and initiatives around the strip often represent conflicting interests of various stakeholders. Conserving DMZ eco-system requires the restriction of human access to the strip while the increasing interaction might disturb the no man’s land by human and commodities crossing over the strip. In this sense, any progress and regress in the relationship of the two Koreas has significant political, economic, social and ecological implications for the future of DMZ. Regardless how the situation unfolds, DMZ policy should be directed to achieve sustainable development by grappling with the real conflicts between ecological conservation and extensive land utilization by the development of the area.

본 논문은 남북관계의 지속적 변화 속에서 비무장지대의 생태적 가치와 지속 가능한 토지이용의 가능성에 대해 고찰한 것이다. 한국전쟁과 민족분단의 결과로 생긴 비무장 지대는 휴전상태인 남북한의 군사적 대치와 정치적 갈등의 상징이지만, 최근에는 그 생태적 중요성과 남북한을 잇는 정치적, 경제적, 문화적 연결통로로서의 가치와 기능이 조명되고 있다. 특히 비무장지대는 장시간 인간의 활동이 배제된 상태에서 자연이 스스로 회복하는 능력을 보여주는 생태실험실로서 환경오염에 대한 근본적 해결 방안을 모색하는 국제사회의 관심 대상이 되고 있다. 비무장지대의 생태적, 경제적 가치는 남북관계의 변화와 비무장지대의 토지소유권의 활용에 따라 상당한 영향을 받게 된다. 비무장지대에 대한 정책은 생태계 보존과 경제적 이익창출 및 효과적 토지이용을 모두 만족시킬 수 있는 지속가능발전을 이루는 방향으로 진행되어야 한다.
