As the importance of health has been recognized along with economic growth, the interest in health food industry develops continuously with local development policy. Particularly, there is a growing interest in natural specialty materials produced in the region, in line with the social atmosphere that aims to maintain a healthy life through improvement of eating habits rather than medicines. Based on the background of this social phenomenon, this study examines the concept and industry situation of health foods required for independent development and activation in rural areas, and analyzes the case study of the health food industry of mulberry from Buan-gun, Jeollabuk-do that actively fosters local industrialized crops. In the analysis of the case study area, it was confirmed that the market for health foods of mulberry is high potential for growth, preservation of traditional industry and increasing of farm household incomes and local economy. However, the business systems such as production, processing, marketing, and distribution in the region were very poor, and it was imperative to develop practical business strategies. Therefore, this study emphasizes the necessity of differentiated commercialization strategy of health foods of mulberry, then orders the diversification of marketing and distribution channels. Finally, it suggest policy implication and activation plan for the health food industry by suggesting the establishment of a reasonable marketing and distribution system through federal marketing.

경제성장과 함께 건강에 대한 인식이 중요해지면서 현대사회에서 지속적인 성장산업으로 발전하고 있는 건강 기능성식품산업에 대한 관심은 지역발전 정책과 맞물려 그 중요성이 부각되고 있다. 특히 의약품이 아닌 식생활 개선을 통해 건강한 삶을 유지하려는 사회적 분위기와 맞물려 지역에서 생산되고 있는 천연특화소재에 대한 관심은 점차 증가하고 있다. 이러한 사회적 현상의 배경을 중심으로 본 연구는 농촌지역의 자립적 발전과 활성화를 위해 요구되는 건강 기능성식품에 대한 개념과 산업상황을 살펴보고, 나아가 지역 특화작물을 활발히 육성하여 산업화하고 있는 전라북도 부안군 오디·뽕 건강 기능성식품산업의 사례를 분석하였다. 사례지역의 분석 과정에서 오디‧뽕 건강 기능성식품시장은 성장 잠재력이 높고 전통산업의 유지‧보존, 농가소득 증대 및 지역경제를 활성화시킬 수 있는 가능성이 높은 산업임을 확인할 수 있었다. 하지만 지역 내 생산‧가공‧마케팅‧유통 등 비즈니스 시스템은 매우 열악하여 실질적인 비즈니스 전략의 개발이 시급한 실정이었다. 이에 본 연구는 부안 오디‧뽕 건강 기능성식품산업의 발전방향으로 먼저 오디‧뽕 건강 기능성식품의 차별화된 제품화 전략의 필요성을 강조하였고, 이어서 마케팅‧유통채널의 다양화를 통한 신시장 개척을 주문하였다. 마지막으로 연합마케팅을 통한 합리적인 마케팅‧유통체제의 확립을 제안하여 지역 특화소재의 건강 기능성식품산업을 위한 정책적 함의와 활성화 방안을 제시하였다.
