This study analyzed the Park Geun-Hye Administration's Decentralization Policy by 6 evaluation factors such as policy goals, policy decision-maker's will, promoting organizations, accomplishment procedures and strategies, policy-related groups' demand and support, and progress results. As the result of the evaluation, the Park Geun-Hye Administration's Decentralization Policy resulted in a very high standard of the reasonability of policy goals, policy-related groups' demand and support, the efficiency of promoting organizations, and the appropriateness of accomplishment procedure and strategy compared with other governments. However, president Park Geun-Hye had a very low will of pushing forward with the plan and the outcomes were evaluated as the lowest of all the governments. The following suggestions are made on the basis of the results of such evaluation. Firstly, for the new government to push ahead with decentralization policy successfully, local governments and decentralization-related organizations need to focus on their ability for realization of presidential campaign about decentralization policy. Secondly, it needs to select the tasks for the local residents to be able to recognize the effects of decentralization policy and adopt strategies for emphasizing those tasks. Lastly, revising the current Constitution is an essential prerequisite to reinforce decentralization fundamentally.

본 연구는 박근혜정부가 추진한 지방분권정책을 ①정책목표와 추진과제의 적합성, ②정책결정자의 의지, ③추진기구의 효율성, ④추진과정의 민주성과 추진전략의 적절성, ⑤정책관련 집단의 요구와 지지, ⑥추진성과 등 여섯 가지 평가요소에 따라 분석하였다. 역대정부와 비교·평가한 결과, 박근혜정부의 지방분권정책 추진체계는 정책목표·추진과제·추진과정·추진전략·추진기구 등 전반적으로 체계성과 효율성이 높은 것으로 평가되었다. 그러나 최고정책결정권자인 대통령의 의지와 추진성과는 낮은 것으로 분석되었다. 이같은 평가결과를 토대로 도출한 문재인정부의 지방분권정책 추진방향과 과제를 제시하면 다음과 같다. 첫째, 지방분권에 대한 중앙부처와 정치권 등의 저항과 반발을 극복하기 위해서는 지방분권을 담보할 수 있는 개헌이 선결과제이다. 둘째, 임기 중에 달성할 수 있는 과제를 선별해 집중하는 전략이 필요하다. 셋째, 지방정부의 재정자율성과 책임성을 증대하기 위해서는 자주세원 중심의 재정분권을 강화해야 한다. 넷째, 진정한 지방분권을 달성하기 위해서는 직접민주주의 요소를 담은 주민들의 참여통로가 확대되어야 한다.
