1. This study is an overview of the measures taken by the government in response to the new climate regime and CCS (Carbon Dioxide Capture and Storage, CO2 capture and storage) to reduce the pollutant carbon dioxide. 2. We will analyze the content of the Paris Convention on Climate Change and the new post-change system that should be pursued by each country, and recommend the government's response and matters that the public should take. In other words, by evaluating the government measures and achievements so far, the direction to be developed will be presented, and the current situation and methods of using CO2 capture and storage (CCS), which is the only direct method for reducing the pollutants of climate change, are suggested. 3. Analyze and present the items to be pursued on a case-by-case basis by examining the ratified Climate Change Convention from a legal point of view, And introduced the details of the countermeasures. In addition, the Ministry of Land, Transport and Maritime Affairs the "Enforcement Decree of the Low Carbon and Green Growth Basic Law" introduced measures to strengthen the control tower, 2030 and 2050. 4. In addition to evaluating the implementation of the National CCS Comprehensive Implementation Plan and presenting the improvement proposals, it also examined ways to utilize countermeasures such as global CCS demonstration projects. In addition, we proposed a method of using CCS to reduce costs.

1. 본 연구는 신 기후체제에 따른 정부의 대책과 오염물질인 이산화탄소를 저감시키는 CCS(Carbon Dioxide Capture and Storage, 이산화탄소 포집 및 저장)를 개관한 것이다. 2. 파리 기후협약 조문별 내용과 그에 따라 각 국가별로 추진하여야 할 신기후변화 체제를 분석하여 정부의 대응과 국민이 취해야 할 사항을 권고하고자 한다. 즉 지금까지의 정부 대책과 실적을 평가하여 앞으로 전개하여야 할 방향을 제시하고, 기후변화 오염물질의 저감 방법으로는 유일하고 직접적인 방법인 이산화탄소 포집 및 저장(CCS)에 대한 활용 실태와 방안을 제시한다. 3. 비준된 기후변화 협약을 법적인 관점에서 고찰하여 조문별로 추진하여야 할 사항을 분석, 제시하고, 국가 별 대응 현황과 앞으로 추진하여야 할 세부 사항을 소개하였다. 또한 『저탄소 녹색성장 기본법 시행령』을 중심으로 그간에 추진한 범정부적 관련부처 확대개편과 컨트롤 타워 강화, 2030과 2050 등과 같이 의무적으로 추진해야 할 사항을 나타내었다. 4. 『국가 CCS 종합추진계획』을 중심으로 이행사항을 평가하고 개선과제를 제시할 뿐만 아니라 범세계적인 CCS 실증프로젝트 등 기후변화 대응 활용방안을 고찰하였다. 또한 비용절감 차원의 CCS 활용방안을 제시하였다.
