After the Dokdo stamp was issued, and after Korean post to Japan included Dokdo stamps, the Japanese media, local governments, and the Japanese Diet all tried to stop this. At that time, there was no formal Korea-Japan diplomatic relation formed, and since the Korean-Japanese conference came to a halt due to Kubota's statement, Japan's response was limited from the start. The response of the Japanese Diet, however, was strong. There are two possible reasons to this. First, the Japanese Diet was under burden of the Korean Peace Line proclamation and Japanese media that was critical of its government. Second, at this period, Japan withdrawed the ICJ lawsuit regarding Korea's lighthouse establishment in Dokdo, due to opposition from Korea and a split of opinions within the Japanese Diet. Concerning these two situations, the Japanese Diet took a strong line towards Korea. Thus, this paper aims to anaylze how the Japanese Diet dealt with Korean mail with Dokdo stamps on them, and examine the Diet's limits regarding its response.
