South Korea’s National-level Suffrage for Overseas Koreans and Its Impacts on Korean Descendants in Japan: Exodus from No Rights Status
The purpose of this article is to discuss impacts of South Korea’s suffrage on Korean descendants in Japan. For Koreans in Japan, this rights obtained in 2007 has imposed a paradigm shift on their identities. The reasons are as follows. First, Koreans in Japan had not had any political rights neither in Korea nor in Japan. Second, South Korea's suffrage has endowed them a right to reveal their opinions toward Korean society. Third, Korean descendents in Japan must be conscious of consistency between their demands revealed in Korea and those in Japan. Fourth, they will gain opportunities to reflect how their legal and social status in Korea are. The Korean descendants' participations in South Korean politics mean that they have voluntary wills to involve in Korean society. In order for them to do so, it becomes necessary to understand how Korean society works. At the same time, it becomes inevitable for them to be conscious of their multiple attributes; ie, overseas residents and members of global Korean network as well as minorities of Japanese society. Findings of their participations in the election for members of South Korea’s nineteenth National Diet are as follows. First, the Korean descendents actively participated in South Korean politics in comparison with the other overseas residents, namely those in the US. Second, realities of the Koreans in Japan are virtually invisible in South Korean society. Their identities are simply perceived as either proSouth or proNorth although the largest population belongs neither. Third, they have started revealing their opinions on Korean administrative deeds. In doing such, their principle relying on is human rights on which they rely in Japan, as well. Fourth, South Korea's suffrage gives them human dignity. This can be found solely in Japan because they had possessed no political rights until 2007.
본 한국일본학회는 일본관련 학회로는 1973년에 한국 최초로 성립되어 2015년 3월 현재 가입회원수 기준 1000여명에 달하는 방대한 학회로 발전하였다. 본 학회는 일본어학 및 일본학은 물론,일본의교육,사상,역사,민속 등 일본학 전반에 걸친 연구와 한일간의 일본학 전반에 걸친 비교 연구를 대상으로 하는 학회로서 회원들의 연구기회 제공과 정보의 교류를 주된 목표로 하고 있다. 분회 발표를 포함하여 매년 20회 가까운 학술발표회와 국제학술대회를 개최 함으로서 발표 기회의 제공과 함께 회원 상호간의 친목 도모의 장으로도 활용하며 건전한 학회발전을 지향하고 있다.
