This research has been conducted in-depth analysis, selecting 2010 Shanghai World Exposition and 2020 Dubai World Exposition as two major cases in the purpose of analyzing the process of hosting and organizing the world exposition. Through this research, key factors of becoming the host country have been determined. First of all, one of the key determinants is mutually efficient public-private cooperation in the process. Regardless of the fact that hosting the world exposition is an international event which is mainly promoted by the government, cooperation system of the hosting agent and public’s support play a significant role in winning the bid. Secondly, by taking into account the fact that both 2010 Shanghai World Exposition and 2020 Dubai World Exposition’s another key determinant to be the host country is confident demonstration of their ability to attract the greatest visitors and to organize the largest Expo site ever, this study suggests that gaining international spotlight through effective promotion plan is one of the major factors of becoming host country. Lastly, considering the fact that there has been a growing interest in sustainable development and environmental issues, unlike in the past when only success mattered, this study suggests that factors such as post-Expo plan and environmental impact are perceived as important factors in project assessment. As a result, on the basis of past Expo analysis results, this research is meaningful that it suggests a direction of becoming 2030 World Exposition’s host country to Busan.

본 연구는 역대 세계박람회 중 2010 상하이 세계박람회와 2020 두바이 세계박람회를 사례로 선정하여 유치 및 운영 프로세스를 심층적으로 분석하였다. 연구 결과를 통해 성공적인 세계박람회 유치 및 운영을 위한 핵심 요인을 다음과 같이 정리해볼 수 있다. 첫째는, 상호 효율적인 민관 협조 체제의 운영이다. 세계박람회 유치는 정부 주도하에 진행되는 국제적 사업임에도 불구하고 개최 희망 국가 및 도시의 협력 체계 또는 시민들의 지지도가 개최국 선정에 상당한 영향을 미친다는 것을 알 수 있었다. 두 번째는, 본 연구에서 사례로 다루었던 2010 상하이 엑스포와 2020 두바이 엑스포 모두 역대 최대 규모와 최다 관람객 유치를 자신 있게 어필하였던 것이 BIE 사무국의 긍정적 평가를 받았던 것을 미루어 보아, 후보국의 운영 및 홍보 계획을 통해 대규모 관람객 유치와 국제적 주목을 유도할 수 있는지에 대해 고려함을 알 수 있었다. 마지막으로, 세계박람회 유치의 성공 여부에만 집중했던 과거와 달리 지속가능 발전과 환경 문제에 대한 관심이 증대됨에 따라 세계박람회 폐막 후 엑스포 부지 및 건축물 사후 활용 방안 또는 엑스포 개최가 주변 환경에 미치는 영향도 후보국 평가에서 중요하게 고려된다는 점을 파악할 수 있었다. 결과적으로, 과거 세계박람회 유치 및 개최 프로세스에 대한 분석 결과를 토대로 2030 부산 세계박람회의 성공적인 유치를 위한 방향을 제시한다는 것에 본 연구는 의의가 있다.
