I had a special attention on the aspect of separation between production and consumption as the most fundamental feature of city. And from that point of view, I stated that the first city in Japanese isles should be Fujiwara-kyō established in the latter half of 7th century. Also explained was that the first capital city as a display of the status of royal power and a spatial political structure which implemented the governing system of a dynasty had the origin in Fujiwara-kyō. In the era before the latter half of 7th century, successive Tennos occasionally moved to new Miya whenever they were enthroned. I approached from the perspective that why Wa had not formed a capital city as seen in China or ancient Korea from earliest era. When considering the symbolic meaning of dominance that a capital city owns, belated capital city forming of Wa is directly linked to the issue on the status of sovereignty. And it was verified that the process from Miya to establishing capital city is in the same context with the growing process of Wa sovereignty. The most suitable period equipped with optimal condition for establishing capital city was Temmu Tenno period. Because he firmly established strong power of Tenno, he could start to build Fujiwara-kyō along with reorganizing governing system. Fujiwara-kyō was changed into Heijo-kyō right after reorganizing Daiho statute.
