Culture 21 is an international document of the United Cities and Local Governments (UCLG) that systematically addresses the relationship between culture, citizenship, sustainability and emphasizes the cultural dimension of sustainable development. The Jeju World Cultural Summit(2017) emphasized the importance of regional role and cooperation for a sustainable culture by sharing experiences of culture 21. The purpose of this paper is to cross analyze on basic act on culture, cultural 21 documents and discuss role of local culture sustainable development. As a result of this study, culture 21 emphasized three themes: cultural rights, culture of sustainable development, and cultural governance. First, Ensuring that everyone enjoys the freedom of expression, the equality of cultural identities, and the right to participate in cultural life should be a fundamental and essential element of cultural policy. The role of local governments is paramount for cultural practices of cultural rights and sustainable development; further local governments should work with various stakeholders. Second, Jeju culture 21 content and local culture promotion act show that economic value and industry of local culture has been given priority rather than cultural democracy and cultural autonomy. For sustainable culture, regional cultural policy needs to be transformed into rights, diversity, governance and participation.

문화21은 문화, 시민권, 지속가능성의 관계를 체계적으로 다루며 지속가능발전의 문 화적 차원을 강조하는 세계지방정부연합의 국제문서다. 제주세계문화정상회의(2017) 에서 세계각지역이 문화21 실천경험을 공유하고, 지속가능문화를 위한 지역의 역할과 협력의 중요성을 강조한 바 있다. 본 연구의 목적은 문화21 문서를 분석하여 지속가능 문화를 위한 지역의 과제를 제시하는 것이다. 지속가능발전목표(SDGs)의 문화적 이행 의 주체로서 지역이 갖는 의미를 살펴보면서 국내 지역문화정책이 지향해온 경제발전, 산업성장의 도구로서 문화 인식을 비판적으로 고찰하였다. 본 연구는 문화21과 함께 문 화기본법, 지역문화진흥법과 관련된 국내외 협약문서, 법령, 기초연구 등 문서를 교차 분석하였다. 연구 결과는 첫째, 문화21은 문화 권리, 지속가능발전문화, 문화 거버넌스 세 가지 주제를 강조한다. 문화적 표현의 자유, 문화정체성의 평등, 문화적 삶에 참여하 는 권리를 보장받는 것은 정책의 기본이자 필수 요소가 되어야 한다. 문화 권리, 지속가 능발전의 문화적 실천을 위해 지방정부의 역할이 무엇보다 중요하며 다양한 영역의 이 해관계자와 협력해야 한다. 둘째, 지역문화진흥법과 관련된 국내 지역문화정책의 문서 들을 바탕으로 제주 문화21 실천 내용을 검토한 결과, 문화의 민주화, 문화산업 및 경제 적 가치를 문화민주주의, 문화자치보다 우선시해왔다. 앞으로 지속가능문화를 위해 지 역문화정책의 권리, 다양성, 공공, 참여로의 관점 전환과 문화자치의 실천이 필요하다.
