Since the Support for Arts and Culture Education Act was enacted in 2005, various policy projects have been implemented. From 2010, arts and culture education support centers in metropolitan council including Incheon started to promote their own local programs. However, major functions of these centers remain managing and running policy projects of the Ministry of Culture, Sports and Tourism and the Korean Arts & Culture Education Service. In Inchoen, during 1980-90s voluntary and autonomous arts and culture education flourished but its vitality and diversity abated in the process of institutionalization. In this study, some plans are proposed to enforce various types of arts and culture education of Incheon, which are not completely dependent on central government’s policy projects and reflecting the needs and characteristics of each region. Policies and programs for arts and culture education enforced since 2005 in Incheon are investigated and current issues are examined. Through these researches, we suggest some proposals for solving the problems. In the first place, system improvements and cognizance change to strengthen the capacity of educators are needed to recover autonomy of arts and culture education in Incheon. In the second place, establishing regional hub is proposed to integrate plans and executions of local arts and culture education to expand the concept of arts and culture education in social area into arts and culture education based on local community.

2005년에 문화예술교육지원법이 제정된 후 사회문화예술교육의 많은 정책 사업들이 시행되었다. 2010년 인천을 비롯하여 각 광역자치단체 기반의 문화예술교육지원센터 가 지역의 지원 사업을 추진하고 있으나 현재는 문화관광체육부와 한국문화예술교육진 흥원의 정책 사업을 광역단위에서 관리하고 운영하는 데 머물러 있다. 인천의 경우 1980∼90년대에 이미 자발적인 문화예술교육이 시도되었으나 제도화 과정에서 활기와 다양성을 잃었다. 이에 본 연구에서는 인천의 문화예술교육이 중앙정부의 정책 사업에만 의존하지 않고 지역의 특성을 반영한 다양한 형태로 이루어지기 위한 방안을 제언하였다. 이를 위해 2005년 이후 시행되어 온 사회문화예술교육 정책과 사업을 인천지역 단위 로 검토하고 현재 인천의 사회문화예술교육이 당면한 문제를 점검했다. 이를 타개할 방 안으로서 첫째, 인천 사회문화예술교육의 자발성 회복을 위해 교육자의 역량을 강화할 수 있는 인식의 변혁과 제도의 개선이 필요함을 강조했다. 둘째, 사회문화예술교육의 개 념을 지역공동체 기반으로 확장하여 지역 문화예술교육의 기획과 실행이 실제적으로 집 약되는 ‘지역 거점’의 구축을 제안했다.
