There is a fact that Korea still has unethical business practices such as a back scratching relationship between corporations and politics, labor union leaders' corruption cases and unfair monopolistic status still exists. And most of small / medium－sized companies, particularly small self－run private business units, are far from the global standard in terms of business ethics management. There is no emphasizing that the dual structure issue of business ethics management is holding back the advancement of Korean economy as a big stumbling block. Going forward, the government has to provide more realistic alternative policies to help the small and medium－sized enterprises overcome various operational difficulties. It is because the government has to take the fostering of the small and medium－sized enterprises based on the principle of Maxinin (maximization of minimum) as the top priority policy alternative to sort out the dual economic structure which incurred since the post development age. And the stabilization and continued growth of small and medium－sized enterprises will contribute to sorting out ethical dual structure which is raised as an important issue nowadays. On the other hand, the government may need to establish a frame of compensation policy whereby taxation and financial benefits are given to small and medium－sized enterprise which have been showing the role model of ethical business management despite difficult business environment.
