The objective of cultural exchange is to enhance other countries’ understanding and familiarity with your home country, and to broadly publicize your country’s foreign policies, current affairs, and cultural and philosophical charm to foreign citizens. For these reasons, at present, Japan has strongly reinforced its cultural diplomacy, which pivots on East Asia. Mutual relations between Korea and Japan are extremely important as the two countries are political, economic, and cultural partners. Furthermore, the common understanding between Japan and China is that the Japan-China relationship is one of the most important bilateral relationships. Overall, East Asia has been the subcontinent in which Japan has accumulated diplomatic capability in respect of politics, military interests, economics, etc. As a result, cultural diplomacy in Japan is positioned to build on these strategies. In the post-2000s, Japan has fortified its cultural diplomacy toward the system of ‘all Japan’, In the period during which the system of ‘all Japan’ has been in operation, Korea has been an extremely important neighbor and the partnership with China has been the most important bilateral relationship. Therefore, this study analyzed the meaning of the relations during this period to Korea and China in the context of cultural diplomacy. Additionally, this paper explains how Japan forwarded cultural diplomacy to both of the countries: Korea and China. Finally, the paper mentions the flow of cultural diplomacy compared with the previous approach.

문화교류의 목적은 타국의 국민에게 자국에 대한 이해와 친근감을 높이고, 자국의 외교정책이나 제 사정, 문화, 사상적인 매력을 발신하는 것이다. 이를 위해 최근 일본은 동아시아를 중심으로 문화외교를 매우 강화하고 있다. 그 중에서도 동북아, 즉 한국과 중국에 문화외교의 역량을 집중하고 있다. 한국은 일본에 있어 정치 경제 문화 등 모든 면에서 밀접한 관계에 있는 중요한 이웃이고, 중국은 가장 중요한 2국 관계의 하나라는 것이 일본의 견해이다. 그로인해 한국과 중국은 일본의 외교에 있어 매우 전략적인 대상으로 간주되고 있다. 한중을 포함해 동아시아는 정치, 군사, 경제 등 모든 분야에서 일본이 외교적 역량을 결집해야 할 지역으로 부상하고 있어 일본의 문화외교도 점차 전략성을 더해가고 있는 형국이다. 이에 본고는 필자의 일본문화외교연구의 연장선상에서 최근 일본의 대한ㆍ대중 문화외교의 추이를 분석했다. 본고에서는 2000년대 이후 일본이 올 저팬 체제로 문화외교를 강화해 가는 가운데 일본에 있어 「극히 중요한 이웃」인 한국과 「가장 중요한 2국 관계」로 부상한 중국에 대해 어떠한 형태로 문화외교를 추진해 왔고 그 시대사적 의미가 무엇인지를 중점적으로 분석한 뒤 향후 그러한 흐름이 어떻게 전개될 것인가에 대한 전망을 했다.
