The purpose of this study is to investigate the applicability and limitations of the ACF(Advocacy Coalition Framework) for Korean education policy process based on the three core concepts of the ACF: Advocacy coalition, Belief system, and Policy-oriented learning. To achieve this goal, we analyzed 8 published articles employing ACF to analyze policy changes in the area of education. The results of this study suggest that more thorough analyses should be necessary regarding (1) the mechanism to form and maintain competing advocacy coalitions within policy sub-system, (2) the hierarchical structure of the belief system, in particular the relevance of the concept of secondary belief system, and (3) the necessity of reconstruction and/or further theoretical sophistication of policy-oriented learning in the Korean context. In conclusion, even thought the core elements of the ACF are still valid and considered to be useful in analyzing educational policy changes in the Korean context, some core assumptions in the ACF should be re-examined thoroughly in the future by conducting more follow-up studies based on the limitations of ACF suggested by this study.

본 연구의 목적은 ACF의 핵심요소인 옹호연합·신념체계·정책지향적 학습을 중심으로 교육정책과정에 ACF를 적용한 기존 선행연구들에 대한 실증적인 분석을 통해, 한국 교육정책과정에서의 ACF 적용의 유용성과 한계를 심층적으로 밝히는데 있다. 이를 위해, ACF를 적용하여 교육정책 변동과정을 분석한 국내학술지 논문 8편을 선정하여 (1) 옹호연합이 신념체계에 따라서 형성 및 유지되는지 (2) 신념체계의 개념과 위계적 신념체계라는 가정이 타당하고 정책과정 분석에 유용한지 (3) 정책지향적 학습이라는 개념이 교육정책 변동을 설명하는데 얼마나 적합한지를 중심으로 분석하였다. 교육정책과 같이 정책행위자 간에 물질적 이해관계보다 이념에 따른 가치 갈등이 보다 첨예한 특수성이 있는 분야에서, ACF의 유용성이 보다 클 것이라는 판단에 비추어, ACF 적용의 가능성과 한계를 분석하는 일은 상당한 의의가 있을 것으로 보았다. 이러한 분석을 바탕으로 본 연구는 (1) 옹호연합 형성을 촉발하는 진정한 기제가 무엇인지에 대한 분석 (2) 신념체계의 위계구조의 재조정 및 적실성 있는 신념체계에 대한 심층적인 연구 (3) 한국적 맥락의 정책지향적 학습 개념의 재구성 및 이론적 발전의 필요성을 제안하였다. 결론적으로, 타 분야에 비해 ACF의 유용성이 클 것이라고 예측되었던 교육 분야에서 조차 옹호연합과 신념체계를 통한 정책변동의 분석의 한계가 일관되게 나타나고 있다는 점에 비추어, 후속연구를 통해 ACF 모형의 기본가정에 대한 근본적인 재논의가 이루어져야 함을 밝혔다.
