The purpose of this study is (1) to investigate issues and challenges in implementing the 19th presidential pledge of Moon’s Administration on higher education and (2) to suggest additional reform agendas. As the presidential pledges are not fully underwent a public speculation process, they should be thoroughly re-examined in terms of relevance and technical feasibility(‘technical rationality’) and investment priority from overall society not from a narrow sectoral interest(e.g., higher education). Based on the analysis, this study suggests that Moon’s administration should consider the following four reform agendas: (1) higher education governance reform to secure policy consistency regardless of regime changes and to overcome problems incurred by government’s policy monopoly; (2) total overhauling of exclusively government-led university evaluation system associated with government funding; (3) restructuring of so-called ‘higher cost – lower efficiency’ higher education system by realizing more flexible and inter-linked higher education system actively utilizing low cost higher education approaches such as cyber universities and technical colleges; and (4) Importance of vocational & technical education in the 4th industrial revolution era and strengthening of government policy intervention toward the technical college sector including making some unhealthy private colleges into public ones. Overall, to improve the quality of presidential pledge from the perspectives of the electorate, more active role of academic communities should be required during and after the presidential election process.

본 연구의 목적은 문재인 정부 출범에 즈음하여 (1)19대 대선 과정에서 제시한 고등교육 정책 공약들의 내용을 비판적으로 분석함으로써 향후 정책화 과정에서 고려해야 할 쟁점 사항과 이슈를 살펴보고, 이를 바탕으로 (2)현 정부가 추가적으로 논의해야 할 주요 고등교육 정책 과제들을 제시함으로써 문재인 정부가 집권 기간 동안 관련 정책을 수립해나가는 데 있어서 도움을 주고자 하는데 있다. 대선공약은 채택 당시에 적절한 사회적 공론화 과정을 거친 것이 아니므로 정책화 과정에서는 예측되는 환경적 변화를 감안하여 ‘기술적 합리성’, ‘사회전체적 투자 우선순위’ 측면에서 면밀한 재검토가 필요하다. 이러한 분석을 바탕으로 본 연구에서는 (1)정책 일관성 확보와 관료주의 극복을 위한 고등교육 거버넌스 개편 (2)정부 주도의 획일적 대학 평가체제의 전면적 개편 (3)고등교육 체제 운영의 유연화와 실질적 반값 등록금 실현 (4)평생학습사회의 구축을 위한 직업기술교육 혁신의 중요성과 전문대학 교육의 공공성 강화 등을 향후 문재인 정부가 논의해야 할 고등교육 정책 주요 과제로 제안하였다. 결론적으로 대선 과정은 국가적 의제와 투자 우선순위 설정을 위한 사회적 합의를 도출하는 계기가 되어야 하며 이를 위해 대선 전후 과정에서 학계의 검증기능 활성화가 중요하다는 점을 밝히고 있다.
