The Gyeonggi Provincial Office of Education is a representative local educational autonomous body that has suffered sharp conflicts with the government regarding the budgeting of NURI curiculum. The purpose of this study is to analyze the financial scale and change trend of the Gyeonggi Provincial Office of Education in this context, After financing the Nursing process, the financial structure of the Gyeonggi Provincial Office of Education was diagnosed and the future direction of local education financing was searched. First of all, the characteristics of the Gyeonggi Provincial Office of Education's annual revenue and expenditure in the past seven years have been on the increase of overall revenues, but the increase in borrowing from 2013, Learning activity support projects and selective welfare financing. Especially, the budget for early childhood education has increased more than ten times in the past seven years, but it has increased by only 2% p, except for financial support for the NURI curiculum. Based on the results of the analysis, the financial structure of Gyeonggi Provincial Office of Education was diagnosed as follows. First, because of the large influx of young people in their 20s and 30s compared to other cities, more funding was given to the expansion of new schools, financial support for additional teachers, and financial difficulties. Second, in the context of insufficient financial conditions, local governments have been financed by the local government finance system, which has no independence in securing financial resources. Third, more than two-thirds of Gyeonggi Provincial Office of Education expenditures are obligatory expenses, and the autonomy of financial management is deteriorating accordingly. Fourth, as the total revenues did not increase, the financial support for NURI curiculum was expanded, resulting in the total failure of Taoist education including early childhood education and lifelong education.

경기도교육청은 누리과정 예산 편성을 둘러싸고 정부와 첨예한 갈등을 겪은 대표적인 지방교육자치단체이다. 이에 본 연구에서는 이러한 맥락을 가진 경기도교육청의 재정 규모와 변화 추이를 분석함으로써 누리과정 재정지원을 둘러싼 정부와 지방교육자치단체 간 갈등 양상을 실증적으로 규명하고자 하였다. 누리과정이 도입된 2012년을 기준으로 2010년부터 2016년까지 경기도교육청의 재정 규모와 변화 추이를 분석하여 누리과정 재정지원 이후 경기도교육청 재정 구조를 진단하였다. 최근 7년간 경기도교육청의 세입·세출 동향을 분석한 결과, 세입 측면에서는 경기 침체에 따른 세수 부족으로 지방교육재정교부금 규모가 더디게 증가하면서 차입이 급격하게 증가하는 부(-)적 증가 경향이 나타났으며, 세출 측면에서는 누리과정 재정지원으로 보편적 교육복지 지출이 크게 확대되면서 유아·초중등교육 전반에 걸친 교수학습활동 지원과 교육소외계층에 대한 선별적 교육복지가 위축되는 경향이 나타났다. 이러한 분석 결과를 토대로 경기도교육청의 재정 구조를 진단한 결과, 첫째, 경기도의 경우 타 시·도에 비해 20~30대 젊은 인구 유입이 많아 신도시 부지 내 학교 신·증축 건설비, 교원 인건비, 누리과정 재정지원 부담이 큰 편인데도 지방교육재정교부금이 이를 충당하기에 역부족인 탓에 재정 운용에 어려움을 겪고 있다. 둘째, 충분하지 않은 재정 상황 속에서 재원 확보의 자주성이 없는 지방교육재정의 구조상 경기도교육청은 지방채를 발행하는 방식으로 부족한 재원을 마련해왔으며, 이에 따라 재정 건전성이 악화되고 있다. 셋째, 경기도교육청 세출의 2/3 이상이 의무지출경비이며, 이에 따른 재정운영의 자율성이 저하되고 있다. 넷째, 총세입 규모가 증가하지 않는 상태에서 무리하게 누리과정 재정지원을 확대하면서 초중등교육은 물론 유아교육과 평생교육을 포함한 도교육의 총체적 부실이 현실화되고 있다.
