The Purpose of this study is to overview and analyze the current states of teacher training courses of 18 comprehensive education training institutes for the last 3 years from 2014 to 2016 in order to provide the direction of improvement of teacher development. These comprehensive education training institutes, which belong to 18 municipal education offices, are in charge of in-service training teachers. The analysis shows that the number of teacher training courses is steadily growing every year, despite the current trend of expanding distance education training and customized training. In terms of training category, job performance training occupies the biggest percentage, and in terms of training participants, courses for primary and secondary school teachers are most often being operated. When analyzed the percentage of participants versus the total population, managers and chief teachers are participating more often than the ordinary teachers. Role-performing training course ranks the highest in terms of the training topic. One interesting fact is that the proportion of the training for teaching and learning is decreasing despite the total trainig courses are increasing. This study tries to provide some insights on teacher training courses based on the analysis. First, the 18 comprehensive education institutes need to draw up plans for encouraging teachers participation. Second, each comprehensive institutes need to make efforts to narrow the gap between each institutes based on the qualitative analysis on the causes to make the differences. Third, the support from the central government is need to help each comprehensive education institute to compare and analyze their own training practices with other institues and to self-evaluate and seek to improve their practices.

본 연구는 전국의 18개 시ㆍ도 교육연수원에서 최근 3년간 교사를 대상으로 이루어진 교원연수과정 현황을 분석하고 이를 토대로 향후 교원연수 개선방향을 탐색해보기 위해 이루어졌다. 분석결과, 원격연수 및 현장맞춤형 연수가 확대되어가는 추세 속에서도 시・도 교육연수원에서 운영한 교원연수과정 수는 매년 양적으로 확대되고 있었다. 연수종별로는 직무연수가 가장 많은 비중을 차지하였으며, 연수대상별로는 초․중등교사 대상의 연수와 관리자 대상 연수가 많았다. 연수 참석비율은 관리자와 수석교사가 높은 반면 일반 교원은 낮았으며, 연수주제별로는 역할수행교육 관련 연수가 많았다. 한편, 연수과정수가 양적으로 확대되는 추세 속에서도 교수학습 관련 연수는 오히려 감소하는 추세를 보이고 있었다. 이와 같은 분석결과를 토대로 향후 교원연수과정의 개선방향을 제안하면 다음과 같다. 첫째, 시・도 교육연수원의 책무성 제고 차원에서 소속 교원들의 연수 참여 비율을 높일 수 있는 방안이 마련되어야 한다. 둘째, 연수과정 및 연수인원이라는 양적 측면에서 시・도 별로 차이가 나타나는 원인에 대한 질적 분석을 토대로 그 차이를 좁히는 노력이 이루어져야 한다. 셋째, 각 시・도 교육연수원에서 이루어지는 연수뿐만 아니라 원격연수, 각종 현장맞춤형 연수 등 모든 교원연수과정을 종합적으로 파악하고, 나아가 타 시도의 교육연수원과 비교․분석할 수 있는 자료를 제공함으로써 각 시․도 교육연수원이 스스로를 점검하고 또 발전할 수 있는 중앙 차원의 지원이 이루어져야 한다.
