The study would like to suggest effective solutions for Violent Crimes against Females, among Second-class citizens, by analyzing the official statistical materials and the serious case examples which have been social issues. Above all, analytical results of case examples and the state of damages from violent crimes against females as follow. To start with, the rate of violent crimes such as murder, robbery, arson and sexual violence constantly has increased since 2009 and the occurrence ratio of sexual violence took the largest proportion among the whole. Second, as an analytical result of criminal injuries by gender from violent crimes, the number of male victims was the largest from murder and 90% of female victims were from sexual violence. Furthermore, criminal injuries mostly occurred on streets after sunset. Third, as an analytical result of violent crime case examples against females, the commonality among the examples claimed the commonality that the crimes were against females who are second-class citizens, however, a slight difference was observed in crime motivation and selection processes of victims. In sequence, suggestions for causes and effective prevention measures of violent crimes against females based on the analytical result from the study as follow. First, a change in social recognition upon female is required by practicing continuous social education. Second, punishment regulation for violent crimes against females should be established and consequent institutional reorganization must be entailed. That is, punishment law against stalking should be enacted, and preparation and supplementation upon legislative regulations for more rigid license system and tracking system for distribution history of modified cameras. Third, in order to deal with unexpected criminal behaviors, smart policing that is appropriate for dealing with and preventing violent crimes against females should be implemented by cooperating with an interagency.

본 연구는 사회적 약자 중 여성을 대상으로 하는 강력범죄에 대하여 공식통계자료와 사회적으로 이슈가 된 심각한 사건사례들을 분석하여 범죄발생 원인을 알아보고 효과적인 대책방안에 대하여 제시하고자 하였다. 연구 분석결과를 바탕으로 여성을 대상으로 한 강력범죄 발생원인과 효과적인 범죄안전 대책방안을 제시하면 다음과 같다. 첫째, 지속적인 사회적 교육을 통하여 여성에 대한 사회적 인식의 변화가 필요하다. 둘째, 여성을 대상으로 하는 강력범죄에 대한 처벌법규를 마련하고 기존의 법률제도와 정책에 대한 재정비가 이루어져야 한다. 즉 스토킹 처벌법의 신설과 변형카메라에 대한 엄격한 허가제와 유통이력을 추적할 수 있는 법적 제도 등의 제도적 마련과 보완이 필요하다. 셋째, 예측 불가능한 범죄행위에 대하여 유관기관과의 협업을 통하여 여성을 대상으로 하는 강력범죄에 예방하고 대응할 수 있는 맞춤형 스마트 폴리싱을 구현해야 한다.
