Nations around the world are competitively bolstering their maritime forces realizing the importance of the seas. Coast Guard in many nations plays an important role as a state agency conducting total maritime executive duties. Globally, the maritime executive agencies in the world have a lot in common because they apply common standards to administer execution of marine duties. Meanwhile, types of the maritime executive agencies are diverse since cultural and historical backgrounds vary from one nation to another. The president Moon Jae In's adminstration was begun in May 2017, Along with this the voice is strongly raised that the Korea Coast Guard which was disbanded in 2014 in the wake of the Sewol ferry accident was been revived in July 2017. The new government should not just revive the Coast Guard which had underwent many organizational changes since its establishment in 1953 but also devise a way to effectively operate the maritime authority in line with this maritime competitive age. In this regard, analyzing the organizational characteristics of advanced maritime executive agencies is necessary to derive their strengths and accept them to restructure Korea Coast Guard. This study compares Canadian Coast Guard and Korea Coast Guard in various aspects and analyzes organizational structure and operational features of its own. Through this analysis, it derives the strengths of Canadian Coast Guard over Korea Coast Guard. In addition, it is examined how to accept such strengths constructively in order to complement the defects as of the beginning of Moon Jae In's new administration and newly reviving of Korea Coast Guard.

세계 각국이 해양의 중요성을 인식하게 되면서 경쟁적으로 해양세력을 확대하고 있다. 여러 국가에서 해양경찰은 바다에서 종합적인 행정임무를 수행하는 중요한 국 가기관이다. 해양 집행업무는 공통적인 표준을 적용하기 때문에 해양 집행기관은 세계적으로 많은 유사점을 가지고 있다. 반면, 국가마다 문화적, 역사적 배경이 상이하여 해양 집행기관의 형태가 다양하게 나타나는 것도 현실이다. 2017년 5월 문재인 정부가 탄생되었다. 이와 함께 세월호 사고의 여파로 해체된 해양경찰청이 7월 26일 정상화되었다. 새로운 정부에서는 1953년 창설 이래 많은 조 직 변화를 겪은 해양경찰을 단순히 정상화시키는 것에 그치지 않고 해양 경쟁시대에 걸맞은 효율적인 조직으로 재탄생시키는 것이 중요하다. 이와 관련하여 선진 해양 집행기관의 조직 특성을 분석하여 장점들을 도출해 내고 이를 우리나라 실정에 맞게 받아들여 우리나라 해양경찰을 재설계하는 기회로 삼으면 좋을 것이다. 이에 따라 본 연구는 캐나다 코스트가드와 우리나라 해양경찰을 여러 측면에서 비교해 봄으로써 양 기관이 가지는 조직구조와 운영상의 특징을 분석하였다. 이러한 분석을 통해 우리나라 해양경찰에 비해 캐나다 코스트가드가 가지는 강점이 무엇인 지를 도출해 보겠다. 또한 문재인 정부가 출범되고, 해양경찰청이 독립 외청으로 정상화되는 시점에서 해양경찰의 미비점을 보 완하고 새롭게 재설계하는데 도출된 강점 을 어떻게 발전적으로 수용할 수 있을 것인지를 검토해 보겠다.
