The countryside governance system was "the base of governing people" in the Song Dynasty. No matter governance concept, the system design or specific implementation, there was times change characteristics of the connection to be highlighted. Situation got closer and more complex. The Guan was a important organization of the countryside governance system in a long time. It was a special case in the countryside governance system in the Song Dynasty. It is also to play the special governing function. From the beginning of "from Xiang to Guan" in the seven years of Kaibao in Song Dynasty. Guan as a special grassroots organization entered Song Dynasty primary governance system. There were special parts for Guan's establishment, organization, governance effect and withdrawing. There were three different situations for Guan's actual practice. Guan's organization is a syntheses with Qizhang, Huzhang and Zhuangding. They took charge of the compiling of household registration, the taxation of the governor, social security and so on. The retreat of Guan's basic functions has a gradual process. That was like other countryside grass-roots organization in Song Dynasty.

송나라시기, “치민지기(백성을 다스리는 기초)”로서의 향촌관리체계는, 통치이념이나 제도설계, 구체적실시 등 어느 면에서든 변혁시대의 특징을 도드라지게 나타냈는데, 그 상황은 날이 갈수록 세세해지고 복잡해졌다. “관”은 송나라시기 향촌하부관리체계 중 비교적 오랫동안 사용된 중요한 제도 중 하나로, 그 독특한 향촌저변의 관리기능을 발휘하였다. 북송 개보7년 향촌체제를 “관”으로 분리한 것을 시작으로 “관”은 송나라시기 농촌사회의 특수한 하부조직으로 자리매김했다. “관”은 그 설치와 소멸, 조직의 편제, 농촌사회 관리방면의 효과 등에서 특별한 부분을 가지고 있다. “관”의 실제 제도시행은 모두 세 가지로 상황으로 나누어 살펴볼 수 있다. 첫째 “관”의 조직과 편제, 둘째 호장과 장정계층의 기형적인 혼합, 셋째 호적의 작성과 편찬, 토지세와 각종세금 나아가 농촌치안의 감독과 관리책임이었다. “관”의 기본기능의 쇠퇴와 소멸은 송 대 기타 향촌하부관리조직들과 마찬가지로 점진적인 전개과정을 거쳤다. “관”급 제도의 설립과 폐지, 조직편제, 관리효과 등은 우리가 심도 있는 연구를 할 가치가 충분하다.
