Dong-Joo Lee Yong-Hee overcomes the modern-centric or West-centric perspective of the world history or the international relations, and views it from a global civilization perspective, in addition, from a balanced perspective between tradition and modernism. In particular, he did not view nationalism as a one-sided win of the traditional order of international relations but analyzed pros and cons of both sides and as a future alternative for above, he combines the advantages of each side respectively. As a result, regarding nationalism in the domestic level, he found big advantage in the establishment of sovereignty, soon civil democracy. On the other hand, instead of the conflictual/exclusionary characteristic of the nationalism based on power order, he suggested the restoration of the traditional order of international relations through normative arbitration of the absolute power for building peaceful international order. Dong-Joo’s reason on combining nationalism and the traditional order of international relations, as a matter of fact, nationalism strongly spread all around the world in a short period of time, and tributary system has the history of maintaining international peace in the East Asia for over a long period of 2000 years, can be evaluated as a positive proposal that can be considered fully.

이 논문은 현대 한국국제정치학계의 태두인 동주(東洲) 이용희(李用熙, 1917-1997)의 민족주의와 사대주의 시각을 고찰하였다. 민족주의와 사대주의, 모두 논란이 많은 개념이지만 적어도 양자 사이에서는 전자가 일방적 승리를 거둔 것은 재론의 여지가 없다. 하지만 동주는 이와 달리 현대 국내외 정치/외교에 있어서 양자를 혼합해서 적용할 수 있는 것으로 접근하였다. 그는 민족주의에 대해 대내적으로 주권주의 곧 시민민주주의 확립에 큰 기여를 하였지만 대외적으로는 힘의 질서에 기초한 갈등적/배제적 성격을 극복하지 못하여 제국주의를 귀결한 책임을 물었다. 반면 사대주의는, 굴종의 상징으로 이해하는 기존의 오랜 오해와 달리, 국가간의 예(禮)라고 하는 규범질서를 상호 준수하면서 천년이 넘는 오랜 시간동안 평화적 국제질서를 구축해왔던 하나의 국제질서 시스템으로 인식하였다. 그 결과 그는 오늘날에도 대내정치는 민족주의에서 시민주권 체제 확보라는 평등의 원리를, 대외질서는 사대주의(事大主義)에서 사대(事大)/사소(事小)라는 상호주의적 예에 입각한 평화의 원리를 결합할 것을 추구하였다. 양자에 대한 이러한 동주의 인식은 근대 중심적 혹은 서구 중심적 인식을 극복하고 지구문명사적 관점에서, 또 전통과 현대를 넘나드는 균형적 관점의 귀결이라고 할 수 있다. 물론 그가 민족주의를 근대 고유의 것으로 인식한 것, 사대주의에 대해 사소의 측면을 상대적으로 덜 주목한 점들의 아쉬움이 없는 것은 아니다. 하지만 그의 민족주의와 사대주의에 대한 인식은 1960-70년대 국내외 지성계를 고려할 때 충분히 독창적이면서도 유의미한 것임이 분명하다.
