This study is a case study of a research report type that analyzes the current state of defense policy and defense industry in Japan and analyzes the defense cost system. We have studied the case of Japan for the purpose of confirming policies, systems, performance organization, and status of defense industry in developed countries. The main objective of the defense system related weapons system acquisition system under the heading of defense policy in Japan is to take charge of planning, testing, and managing the weapons system at the headquarters and acquiring the defense policy department and accounting equipment within the Ministry of Defense And the Technical Research Division conducted the research and development of the weapon system and the technical test evaluation, and confirmed that it managed the logistics procurement, facility, quality, and life cycle cost at the equipment facility headquarters. In addition, the role, function, and status of the Defense Equipment Facility Headquarters related to the cost defense system of the Japanese defense industry were identified and the characteristics of the cost defense system in Japan were derived.

연구는 일본의 국방정책과 방위산업 주요 현황을 살펴보고, 방산원가 제도를 분석한 연구보고 형태의 사례논문이다. 선진국의 방위산업 관련 정책과 제도, 수행조직, 현황 등을 확인하기 위한 목적으로 일본의 사례를 연구하였다. 일본의 우경화 추진 국방정책 기조 하에 방위산업 관련 무기체계 획득제도의 주요 특징으로 자위대에서 무기체계에 대한 소요기획, 시험평가, 사업관리를 담당하고, 방위성 내에 방위정책국과 경리장비국에서 획득 정책업무를 수행하며, 기술연구본부는 무기체계의 연구 및 개발과 기술시험평가를 수행, 장비시설본부에서 군수조달, 시설, 품질, 수명주기비용을 관리한다는 것을 확인할 수 있었다. 또한, 일본 방산원가 제도 관련 방위성 장비시설본부 역할과 기능, 주요 현황을 파악하여 일본 방산원가 제도의 특징 등을 도출하였다.
