Every human being is equally dignified and realizes freedom, which is a common value of mankind authorized by the Universal Declaration of Human Rights. People have a strong desire to belong to a group and are likely to feel that their dignity is undermined when isolated in group. These days the group bullying is a serious problem in many schools, which is harassment in relationships and can be aggravated by connivance and agreement of many bystanders. This study is supposed to find out factors which have an effect on the bystanders’attitude of group bullying and aims at having significance as base research to develop a program effective on bystanders’ attitude relieving. This study conducted a survey 200 students aged 12, 13 years old who study at an elementary school in Seoul and measured empathic ability, human rights sensitivity, bystanders’attitude of bullying, analyzing data using SPSS(Statistical Package for Social Science) 20.0 Program, the results are as follow. First, empathic ability, human rights sensitivity, bystanders’attitude of bullying of upper grade of elementary school student have little meaningful difference by age, representing meaningful difference in empathic ability and human rights sensitivity by sex. Second, There is a significant correlation among empathic ability, human rights sensitivity and bystanders’attitude of bullying of upper grade of elementary school student. Lastly, human rights sensitivity has an impact on bystanders’attitude of bullying of upper grade of elementary school student more than empathic ability. Based on the result, this study proposes that group bullying problem be viewed from the perspective of human rights and education of human rights be institutionalized in every school for students to improve human rights sensitivity.

인간은 관계 속에서 인정받음으로써 존엄성이 실현되는 사회적 존재이다. 최근 학교에서 발생하는 집단따돌림 문제가 매우 심각한데 이는 관계 속에서 발생하는 괴롭힘으로 인간의 존엄성을 훼손할 수 있고, 특히 이를 방관하는 집단에 의해 문제가 악화되고 있다. 이에 본 연구에서는 초등학교 고학년의 공감능력과 인권감수성, 집단따돌림 방관태도의 상관관계와 집단따돌림 방관태도에 대한 공감능력과 인권감수성의 상대적 영향력을 알아봄으로써 집단따돌림 방관태도 감소 프로그램 개발을 위한 기초 자료로서의 의의를 갖고자 하였다. 서울지역 초등학교 5, 6학년 학생 200명을 연구대상으로 선정하여, 공감능력, 인권감수성, 집단따돌림 방관태도를 측정하기 위한 설문을 실시하였다. 수집된 자료는 기술통계분석, 독립표본 t검정, 적률상관분석, 중다회귀분석을 실시하여 분석하였다. 본 연구의 결과는 다음과 같다. 첫째, 초등학교 고학년의 공감능력, 인권감수성, 집단따돌림 방관태도는 학년별로는 유의미한 차이를 보이지 않았고, 공감능력과 인권감수성에서 유의미한 성별 차이를 나타냈고, 둘째, 초등학교 고학년의 공감능력, 인권감수성, 집단따돌림 방관태도 간 서로 유의미한 상관관계가 나타났으며, 셋째, 공감능력보다 인권감수성이 초등학교 고학년의 방관태도에 더 많은 영향을 미치는 것으로 나타났다.
