The purpose of this study was to discuss the basic contents for conceptualization of human rights in sport, and in doing so, to lay the theoretical foundations of the education and practice for human rights in sport. In the main subject, the development of the universal notion of human rights was investigated based on three theoretical models and two political ideas. Second, both domestic and foreign discourse on human rights in sport were critically examined. Third, the issue of the establishment of range of right-holders and duty-holders of human rights in sport was discussed. The main results of this study were as follows: First, the range of right-holders of human rights in sport should not be limited to elite athletes. It should be necessary to expand the range of right-holders of human rights in sport to everyone who participated in sport, or a comprehensive conception like the members of sport community. Second, the range of duty-holders of human rights in sport should also be established by total members of sport community. Because sport community could reflect the nature of sport that was different from the other practices and the cultural characteristics in domestic sports.

이 연구의 목적은 스포츠 인권의 개념 정립을 위한 기초적인 내용들을 논 의함으로써 스포츠 인권의 교육 및 실천에 바탕이 되는 이론적 토대를 마련 하고자 하는 것이었다. 본론에서는 우선 보편적인 인권 개념이 어떻게 발달 되어 왔는지를 세 가지 이론적 모델과 두 가지 정치적 관점을 토대로 정리 했다. 두 번째로 스포츠 인권에 대한 담론을 국내⋅외로 나누어 살펴보았다. 세 번째로는 스포츠 인권의 권리 향유자와 의무 이행자의 범위를 어떻게 설 정해야 할지에 대해 논의하였다. 이 연구의 결론은 다음과 같다. 첫째, 스포 츠 인권의 권리 향유자의 범위는 운동선수로 제한될 것이 아니라 스포츠 활 동에 참여하는 모든 사람, 즉 스포츠 공동체 구성원과 같은 포괄적인 개념으 로 확대될 필요가 있다. 둘째, 스포츠 인권의 의무 이행자 또한 스포츠의 특 성이나 국내 스포츠계의 문화적 특성을 반영하기 위해 스포츠 공동체의 구 성원 전체로 설정할 필요가 있다.
