Japanese local autonomy system under the rule of the Supreme Commander for the Allied Powers had been revised through the era of the reverse course, high economic growth, and decentralization. The Supreme Commander for the Allied Power tried to distribute central government’s power and resource, and to make the relationship between prefectures and municipalities equal. However, those efforts turned into reduction of power distribution and hierarchical relationship between prefectures and municipalities in the reverse course period. Local autonomy system in Japan has experienced innovative local governments as a reaction to high economic growth, and has gradually changed in global trend of decentralization. Local decentralization policy has shifted its focus from the distribution of power to one of recourse, and the objects of the distribution has changed from prefectures to municipalities.

전후 연합국총사령부 통치하의 일본지방자치제도는 역코스시대와 고도경제성 장 분권화 시대를 거치면서 개정을 거듭하여 왔다. 그 과정에서 연합국총사령부 통치하에 시도되었던 중앙정부의 권한과 자원의 배분, 지방자치단체로써의 도도 부현과 시정촌의 대등한 관계는 역코스시대를 거치면서 권한 배분의 축소와 도 도부현과 시정촌의 서열화 등으로 개정되었고 고도경제성장의 부작용으로 탄생 한 혁신자치체를 경험하면서 그리고 세계적인 분권화 흐름을 배경으로 점차 변 화를 가져 왔다. 분권화 흐름 속에서 수립된 지방분권의 정책은 권한의 배분에 서 자원의 배분으로, 배분의 대상도 도도부현에서 시정촌으로 변화하는 과정을 보인다.
