In order to properly recognize the phenomenon of the labor market in Japan, it is necessary to grasp the transformation of the employment system in Japan and the organizational and cultural characteristics of Japan. In Japan, due to differences in employment patterns, differences in treatment including regular wages between regular and non-regular workers are intensifying. Considering this Japanese reality, it is necessary to rigorously examine the controversy of “equal pay for equal labor”. I would like to discuss the applicability of `equal pay for equal work` to Japan, which is proposed to improve the problem of low wages. In particular, this paper examines the meaning of `equal pay for equal work` and its applicability as an important policy for the improvement of treatment for `irregular worker for main labor`. Considering the various aspects and characteristics of the regular employee system in Japan, it can be easily recognized that the application of `equal pay for the same work`, which is based on the transformation of the seniority wage system, which is the basis of the conventional Japanese wage system. This paper, it is necessary to re-recognize that `equal pay for equal work` is only a policy instrument for `human labor`. In conclusion, in this paper, we point out that `equal pay for the same work` implies various problems and suggest alternative idea of `equal level pay for full-time average work`.
