This study aims to examine the issues that have so far been raised as to the Japan’s Official Development Assistance (ODA). Japan has managed to maintain its top rank in the world in terms of the total amount of aid during the period between the bubble economic period and year 2000 but has cut its ODA budget. Japan's aid strategy has sought a fundamental shift through the Abenomics and the security guarantee policy with the resurgence of the second-term Abe regime of the Liberal Democratic Party following the so-called "lost decade", subsequent political chaos associated with the regime change of the Democratic Party and the Great East Japan Earthquake in 2011. Prior to September 2015 when Japan passed its proposed National Security Legislation, which represents the deepening of the US-Japan alliance, the Abe regime changed its Official Development Assistance(ODA) Charter to the Development Cooperation Charter. The Development Cooperation Charter made clear its intent to focus on national interest as it revised the existing government development assistance charter, strengthened public-private partnership, and enabled military support on foreign countries with its purpose limited to people´s livelihood and disaster relief by ODA. Against this backdrop, this study outlines the issues involved in Japan's ODA, the Development Cooperation Charter of the Abe regime and its surrounding circumstances. And then, it takes a look at the current issues associated with the ODA-advocate NGO and forecasts the Japan's international cooperation measures.

버블 경제기부터 2000년까지 원조 총액에서 세계 1위를 유지해온 일본이지만, ODA 예산은 삭감되어왔다. 일본의 원조전략은 잃어버린 10년과 이후 민주당 정권 교체의 정치적 혼란, 동일본 대지진 이후 자민당 제 2차 아베정권이 재출범하면서 아베노믹스와 안전보장정책을 통해 근본적 정책전환을 추진해왔다. 미일동맹의 심화라고도 할 수 있는 안보법제안이 통과된 2015년 9월 이전부터 아베 정권은 「정부개발원조대강(ODA대강)」을 「개발협력대강」으로 새롭게 변경했다. 개발협력대강은 기존의 정부개발원조대강을 변경하고, 민관협력의 강화, ODA에 의한 민생 목적 및 재난구호에 한하여 다른 나라 군대에 대한 지원을 가능케 하는 국익 중심적 관점을 명확히 했다. 이러한 전환기시대의 정책변화를 중심으로 일본의 정부개발원조(ODA)의 정책변화를 분석한다. 이를 위해 일본 ODA의 문제점과 아베 정권의 개발협력대강과 그것을 둘러싼 제반 상황을 살펴보고, ODA 옹호집단인 NGO가 안고 있는 현실적 문제를 통해 일본의 국제협력방안을 전망한다.
