The year 2015 was a historic turning-point for Japan’s security policy change after the end of the Cold War because the new Legislation for Peace and Security was passed by the Japanese Diet. The article seeks to explain the changes of security strategy of the Abe government with specific reference to the rebalancing strategy of the Obama administration. The article tries to explain the changes in Abe’s security policies not from the perspective of reactive and negative responses but from the perspective of the proactive and positive of the Abe government. It also explains the processes of changing the interpretation of the Constitution without its revision, recognizing the exercise of the right of collective self-defense, and revising the “Guidelines for Japan-US Defense Cooperation. It explains how the global US-Japanese alliance without regional limits is institutionalized with the help of the new Legislation for Peace and Security. The article concludes by explaining the impacts of Abe’s security policies on the international order in the Northeast Asian region as well as on the Korean peninsula.

새로운 안보법제가 통과된 2015년은 냉전 종식 이후 일본 안보전략의 변화에서 획기적인 해였다. 이 글은 미국의 재균형전략(rebalancing)에 대한 아베 정부의 대응전략에 초점을 맞추어 아베 정부의 안보전략의 변화를 설명하려는 데 그 목적이 있다. 이 글은 오바마 행정부의 재균형전략에 대한 아베 정부의 대응 전략을 수동적인 관점이 아니라 능동적이고 적극적 대응이라는 시각에서 접근하여 아베 정부의 안보 정책 변화를 설명한다. 또한 이 글은 일본 정부가 미국의 재균형전략에 적극적으로 호응하여 헌법을 개정하지 않고 해석 변경을 통하여 ‘집단적 자위권’을 용인하는 과정과 미일 가이드라인 개정 과정을 설명한다. 나아가 이 글은 지역적 제약 없이 글로벌 동맹으로 발전한 미일동맹이 새롭게 제정되고 개정된 안보법안을 통해서 제도화되는 과정을 설명한다. 결론적으로 이 글은 아베 정부의 안보정책이 한반도와 동북아 질서에 미칠 영향에 대해서 논의하고자 한다.
