For a well-functioning modern market economy system, the fundamental economic law and institutions, such as the property right law, the principle of the rule of law and corporation system, should be established along with the appropriate role of the government in the areas of antitrust and market failures. However, the existence of economic power by Chaebol incapacitates these fundamental economic law and institutions in the process of illegal and expedient Chaebol succession. Hence Chaebol reform is the key element of economic democratization which is the prerequisite for the establishment of the market economy system. In addition, for the social integration in the market economy, the social safety net and the welfare system should be installed to make sure that everyone in the system can live as a respected human being. Social integration may be considered a public good which makes the system sustainable and supported by the members of the society.

시장경제체제에서 사회통합이 달성되기 위해서는 우선 시장경제체제의 근간이 되는 법제도가 잘 확립되어야 하고, 시장실패의 보정과 불공정거래행위 방지라는 정부의 역할도 필요하다. 현대 시장경제체제의 근간이 되는 법제도로 사유재산권, 법치주의, 주식회사제도 등을 꼽을 수 있는데, 재벌에 의한 경제력 집중은 이런 시장경제체제의 근간이 되는 법제도를 무력화시키고 있다. 재벌세습과 재벌에 의한 경제력 집중의 해소는 경제민주화의 핵심적 내용이므로, 재벌개혁과 경제민주화는 시장경제체제 정립의 선결요건이라고 할 수 있다. 그러나 시장경제체제의 확립만으로 사회통합이 달성될 수 있는 것은 아니다. 공정한 경쟁의 패자에게도 최소한의 인간다운 생활을 보장할 수 있는 사회적 장치가 마련되어야만 사회통합이 이뤄지는 시장경제체제라고 할 수 있다. 사회통합이 담보된 시장경제체제만이 지속가능하고 시민의 참여와 지지를 받을 수 있으므로, 사회통합은 시장경제체제의 공공재라고 파악할 수 있다.
