This article implemented an empirical analysis of the National Statistical Office’s Household Financial Welfare Survey in 2013 and Household Asset Survey in 2006 in order to examine the factors affecting the income level and asset accumulation of households and the current status of differential in assets and income of domestic households, occurring recently and before the global economic crisis in 2008, which had huge effect on our economy after the 2000s. Based on the analysis result, this article examined which group is vulnerable and discussed the support method for such group. First, as a result of measuring the inequality in assets and income, first, the income inequality between elderly households appeared to becoming more intensified recently, and the phenomenon of intensification of income inequality appeared most severe for single or female households or residing in urban areas, which became more severe in 2013. Second, although the asset inequality of elderly households appeared relatively higher than non-elderly household, the difference did not appear to be large when compared to the income as above. Third, regardless of the difference between the household type and householder type, the inequality level of net assets appeared to have improved in 2013, compared to 2006. It could be confirmed that while income inequality became more intensified recently, the level of asset inequality had rather improved. Next, as a result of estimating the analysis factors on the inequality in income and asset, there appeared to be a high likelihood of single or female household or living in urban areas to be in an unstable and vulnerable position in both household income and net asset. This result means that this group is extremely vulnerable in its economic basis to lead current and future consuming activities. Thus, this article suggested the necessity of policy support for this vulnerable class.

본 연구에서는 2000년대 들어 우리 경제에 있어 외부적 충격으로 크게 영향을 미친 2008년 글로벌 경제위기 이전과 이후인 최근의 국내가구의 소득과 자산격차 현황과 가구의 소득수준 및 자산의 불평등에 영향을 미치는 요인들을 살펴보기 위해, 통계청의 2006년『가계자산조사』자료와 2013년『가계금융복지조사』자료를 대상으로 한 실증분석을 수행하였다. 소득 및 자산에 대한 불평등도 측정 결과, 첫째, 소득불평등도의 심화 현상은 노인 가구 중에서도 도시에 거주하거나 여성가구주, 또는 단독가구의 경우에 가장 심각한 수준을 보였으며 최근인 2013년에 더욱더 심화된 것으로 나타났다. 둘째, 전반적으로 비노인가구에 비해 노인가구의 자산의 불평등도 역시 상대적으로 약간 더 높게 나타났으나, 앞서의 소득의 경우와 비교할 때 그 격차가 크지는 않은 것으로 나타났다. 셋째, 가구유형이나 가구주유형의 차이에 상관없이 2006년보다 최근인 2013년의 순자산 불평등도 수치는 전체적으로 개선된 것으로 나타나, 최근 들어 소득불평등도의 악화는 더욱더 심화된 반면, 자산불평등도는 최근 들어 다소 개선된 것을 확인할 수 있었다. 다음으로 소득 및 자산의 격차에 대한 추정 결과, 일반적으로 경제적 취약계층으로 알려져 있는 노인 여성가구주, 또는 노인 도시거주 가구, 또는 단독가구의 경우 가구 소득뿐만 아니라 순자산 양자에서 모두 불안정하고 취약한 상태에 놓일 가능성이 높은 그룹임을 알 수 있었다. 이러한 결과는 이들 그룹의 경우 현재 및 미래의 소비를 영위해나가는데 있어 근간이 되는 경제적 여력에 있어 매우 취약한 그룹임을 의미하며, 이에 따라 이들에 대한 공적지원의 필요성이 있음을 제기하였다.
