In June 2005 the World Customs Organization presented the SAFE Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework) that would act as a deterrent to international terrorism, secure revenue collection and promote trade facilitation worldwide. Authorized Economic Operators program, as the core of SAFE Framework, is a trust-based partnership between customs administration and private firms. This program is operating in 69 countries in 2016. Participation of private firms is necessary for achieving the goals of AEO program, trade facilitation and secure, because AEO program is basically voluntary. So it should be sufficient benefits from certification in order to offset the costs for it. Each of customs administration provides benefits in customs clearance for AEO certified firms. Related studies examined the effects from AEO certification such as increasing revenue and export volume, improvement of firm recognition and reliability, and abatement of related costs. This study aims to investigate the effect of AEO certification to firm level efficiency, as a firm performance. The AEO firms showed higher efficiency score than Non-AEO firms based on the data of 652 firms.

무역원활화와 무역안전을 위해 제도화된 AEO 제도와 관련하여 국내외에서 다수의 연구들이 진행되었다. 선행연구들에 의하면 이러한 물류보안 인증은 인증업체의 신뢰도 및 이미지 개선, 수출입액 및 매출액 증가, 국제물류 부대비용의 감소 등 여러 측면에서 효과가 있음을 보여주고 있다. 본 연구는 기존 선행연구들을 통해 나타난 AEO 인증의 효과들이 재무적인 차원에서 영향을 미칠 것으로 가정하여 AEO 인증을 받은 수출기업집단과 비 인증 수출기업집단 간에 효율성의 차이가 나타나는지를 분석하고자 하였다. 효율성 평가를 위해 AEO 인증 수출기업 162개 업체를 포함한 652개 업체를 선정하고 DEA 효율성 평가를 실시한 결과, 규모수익불변을 가정한 CCR 모형과 규모수익가변을 가정한 BCC 모형 모두에서 AEO 인증기업의 효율성이 비 인증기업에 비해 높은 것으로 나타났다.
