In this paper, I examined the problems of representation and participation by approaching the forms of participation realized in Brazil from the two aspects of party and civil society. Among the Brazilian political parties analyzed in the text, only the workers' party had a relatively horizontal policy-making structure. Most of the remaining political parties were undergoing a vertical policy-making process. It was also difficult to find state and local autonomy because central power was concentrated on policy decisions and financial aspects. In this vertical and inelastic structure, it was difficult to reflect the voters' citizenship. In some respects, the communication of the general public was almost impossible. There are three main types of participation in Brazil. Among the three types, the participatory budget system has a social distribution function through a bottom - up approach. But the most powerful authority was in the field of urban planning, which was not ratified. Participation in any form was limited in the extent and level of participation. Electronic voting, including SNS, has also been widely used to make up for this situation, in terms of education, income level and age group. Although participation is being expanded through various systems, it is analyzed that it is hard to bring positive results unless the will to participate is basically firm. Brazil, which has the highest level of participation globally, has also found that Western democracy is on the same line as being faced with the reality. Brazil, where participation and deliberative democracy have expanded, can no longer be said to represent the opinions and interests of the people.

Neste trabalho, examinei os problemas de representação e participação abordando as formas de participação realizadas no Brasil a partir dos dois aspectos do partido e da sociedade civil. Entre os partidos políticos brasileiros analisados no texto, apenas o partido dos trabalhadores tinha uma estrutura de formulação de políticas relativamente horizontal. A maioria dos partidos políticos restantes estava passando por um processo de formulação de políticas vertical. Também era difícil encontrar autonomia estadual e local porque o poder central estava concentrado nas decisões políticas e nos aspectos financeiros. Nesta estrutura vertical e inelástica, foi difícil refletir a cidadania dos eleitores. Em alguns aspectos, a comunicação do público em geral era quase impossível. Existem três tipos principais de participação no Brasil. Entre os três tipos, o sistema de orçamento participativo tem uma função de distribuição social através de uma abordagem de baixo para cima. Mas a autoridade mais poderosa era no campo do planejamento urbano, que não foi ratificado. A participação em qualquer forma foi limitada na extensão e nível de participação. A votação eletrônica, incluindo o SNS, também foi amplamente utilizada para compensar essa situação, em termos de educação, nível de renda e faixa etária. Embora a participação esteja sendo expandida através de vários sistemas, é analisado que é difícil trazer resultados positivos, a menos que a vontade de participar seja basicamente firme. O Brasil, que tem o maior nível de participação no mundo, também descobriu que a democracia ocidental está na mesma linha do que enfrentar a realidade. O Brasil, onde a participação e a democracia deliberativa se expandiram, não pode mais ser dito para representar as opiniões e os interesses das pessoas.
