Recently, the communist regime is facing isolation from the advanced countries of the world, with the economic sanctions imposed by the Soviet Union and the anti-democratic ballistic missile, and the communist. Under these changes, the north korea is strengthening its residents control to strengthen the socialist system. North Korea's residents control the entire North Korean government under the control of the North Korean government, the government and the people of the People's Republic of Korea. Therefore, the need for a review of the rationale for the North's control of the North's population and the control of the residents is realized. In this context, the North Korean government looked at the North Korean control policy and the control of the North Korean government, and discussed what types of forms are under control, according to the People's Security control law, the administrative punishment law and how it is enforced under the people's public control law.

최근 들어 북한은 대외적으로는 핵개발, 대륙간탄도미사일 발사 등으로 인한 경제제재 초치로 자유선진 국가들로부터 고립에 직면해 있고, 대내적으로는 자본주의 물결이 서서히 유입됨에 따라 사회주의 체제가 흔들리고 있다. 이러한 환경변화에 따라 사회주의 체제를 공고히 하기 위하여 주민통제를 강화하고 있다. 북한의 주민통제체제는 북한의 모든 기관을 통제체제로 구축하고 있으며, 주로 최고 권력기관인 중앙노동당조직부, 인민보안부등에 의하여 인민보안단속법, 행정처벌법에 따라 기관, 기업소, 단체와 주민을 대상으로 사회생활 전반에 걸쳐 통제가 이루어지고 있다. 따라서 북한의 주민통제 체제와 주민통제의 근거 법에 관한 검토의 필요성을 인식하게 되었다. 이러한 맥락에서 북한의 주민통제정책과 통제체제를 살펴보고, 북한의 주민통제법제인 행정처벌법, 인민보안단속법에 따라 주민통제의 유형은 어떠한 형태가 있으며 어떻게 이루어지고 있는지 검토 해보았다.
