Procurement of defense products and enhancement of competitiveness of Korean defense industry is an important issue directly related to the quality of Korea's security capability. In this respect, it is important to study the strategy of the defense company and the effects of the strategy on defense industry under the defense procurement contract. This paper, using auction theory, analyzes and compares the lowest price sealed bidding, which accounts for the vast majority of defense contracts, and the lowest price sealed bidding with the lower limit of the bid price and reverse auction. Though the lowest price sealed bidding and the reverse auction differ in the process and the decision rule of the winning bid, they theoretically result the same expected winning price by the revenue equivalence theorem. In case of the lowest price sealed bidding with the lower limit, the government can increase the expected winning price and the expected profit of the defense company compare to the case without the lower limit. However, in some cases, the defense company may earn lower profit by submitting lower bid than the case without the lower limit. Though we cannot confirm whether the framework and the results of this paper reflect the actual strategies of the defense companies, we hope that this paper will be used as a reference for understanding the strategy of the defense companies and to promote many theoretical and empirical analysis to contribute the development of Korean defense industry.

방산물자의 조달과 방산기업의 경쟁력 제고는 우리나라의 군사적 안보역량의 질과 직결되는 중요한 사안이다. 이러한 측면에서 방위사업 조달계약에 따른 방산기업의 전략과 기대효과에 관한 연구는 중요하다. 본고는 방산물자 조달계약 방식의 대다수를 차지하는 최저가 밀봉입찰 방식과 그 변형들인 입찰가 하한이 있는 최저가 밀봉입찰 및 역경매 방식을 경매이론을 적용해 분석하고 비교하였다. 그 결과 최저가 밀봉입찰 방식과 역경매는 입찰의 구체적 방식과 낙찰가 결정 방식이 다르지만 이론적으로는 동등수입 정리에 의해 양자가 동일한 기대 낙찰가를 결과한다. 하한이 있는 최저가 밀봉입찰의 경우 정부는 기대낙찰가와 기대이윤을 증가시킬 수 있으나 어떤 경우에는 방산기업이 하한이 없을 경우보다 낮은 입찰가를 제시하여 이윤이 하락할 수 있다. 본고의 분석틀과 결과가 방산기업들의 현실적 전략을 반영하는지의 여부는 확인할 수 없으나, 본고의 논의가 방산기업의 전략과 방위사업 계약을 이해하는데 하나의 참고로 활용되고, 이를 바탕으로 앞으로 풍부한 이론 및 실증적 연구가 이어져 우리나라의 방위산업 발전에 기여하기를 기대한다.
