지방자치의 발전은 어쩌면 중앙정치 수준의 향상만큼 가능할지 모른다. 하지만 현재 한국 의 정치 수준, 특히 의회정치의 수준으로 볼 때 이것을 기대하기란 거의 불가능하다. 본 연구 는 6⋅4지방선거의 특성과 한계를 중심으로 고찰하였고, 부산의 미래와 관련된 정책선거 실 종의 아쉬움을 논의하고 있다. 이를 위해 필자는 먼저 한국 지방자치와 민주주의의 현실적 한계를 거시적으로 논의하고, 6⋅4지방선거 과정과 결과를 통해 나타난 정치적 특성을 간략 히 언급한다. 필자는 평소 유럽정치, 특히 스웨덴과 북유럽 연구를 통해 지방자치 수준은 민주주의, 복 지국가, 시민사회의 수준과 대체적으로 일치한다는 사실에 주목해왔다. 본 고 역시 이러한 시 각에서 비롯되었다. 지방자치 발전을 위한 노력은 무엇보다 시민사회 스스로의 성장을 위한 과제와 맥을 같이한다. 시민사회는 주민참여, 시민윤리 제고 필요성과 시민교육 방안 모색, 옴부즈맨과 정보공개제도 등 정치와 행정의 투명성 제고를 위한 제도적 장치 요청 등이 요청 되는 과제이며, 이는 스웨덴의 경험에서 얻을 수 있는 함의이기도 하다. 그러나 시민사회가 유의해야 할 점은 시민운동의 중요성에도 불구하고 시민운동이 제 역할을 하지 못하는 경우 민주주의와 사회발전에 역기능을 수행할 수 있다는 점이다. 시민 없는 시민운동, 시민운동의 위계화와 권력화, 시민사회 만능주의 역시 우리가 경계해야 할 과제이다. 우리 사회 일각에서 이미 이러한 위험성이 나타나기도 한다.
