The peaceful world includes not only peace without war, but also disorder, discrimination, conflict and inequality, and a state in which the community is harmoniously integrated and cooperative. One of the factors of peacelessness in human society is the poverty caused by the food crisis. This research begins with the perception that future marine resources will find effective alternatives to the peacelessness crisis of future generations, particularly the food crisis. This study aims to review the competition patterns of maritime genetic resources which are intensifying around the world, and to suggest the tasks to cope with them. In particular, it focuses on countries' competitiveness in the process of establishing international institutions that can solve the problem of access to maritime genetic resources outside the national jurisdiction and the problem of profit sharing. It is also raising our task to formulate relevant international institutions in the future.

평화로운 세계란 전쟁이 없는 상태의 평화뿐만 아니라 무질서와 차별, 갈등과 불평등이 없 는 상태, 그래서 공동체가 조화롭게 통합되고 협력의 기운이 넘치는 상태까지도 포함된다. 인 류 사회의 비평화(peacelessness)를 야기하는 원천중의 하나가 식량위기로 인한 빈곤이다. 이 글은 미래 해양자원이 미래 세대의 비평화적 위기, 특히 식량위기에 대응하는 효과적인 대 안을 찾을 수 있을 것이라는 인식에서 출발한다. 이를 바탕으로 전 세계적으로 격화되고 있는 해양유전자원 확보 경쟁 양상을 검토하고, 그에 대응하기 위한 과제를 제시하는 데 목적을 두 고 있다. 특히 국가관할권 외측의 해양유전자원에 대한 접근과 이익 공유 문제를 해결할 수 있 는 국제제도 형성 과정에서의 각국의 경쟁에 초점을 맞추고 있다. 그리고 향후 관련 국제제도 의 형성에 대한 우리의 과제를 제기하고 있다.
