The main purpose of this study is to show effective policies to improve for the children’s safety through status analysis in terms of school accidents. It is a research of total inspection in 3 years, from 2013 to 2015, about 98 primary schools in a region of Suwon, Republic of Korea, because there are rarely former status analyses to all primary schools which accidents happen in that. According to the results of the analysis, the school accidents had yearly increased as follows : there are 7,171 accident cases in 2013, 7,764 cases in 2014, and 6,032 on September in 2015. Furthermore, the best frequencies of accidents is a slip, and there are differences about specific types among the grade of students. In schools, there happens more accidents intensively in the relaxation and physical education classes; moreover, the study gets 9.3% data after calculation about a rate between the number of insurance proceeds payment(1,951 cases) and the number of whole accidents in 3 years(20,967 cases). As the interview with school teachers in charge of its safety, they had recognized that it is essential to make textbooks for the following reasons; (1)to set official education rules, (2)to enhance the participation and recognition of the local communities, (3)to encourage the experiences and diversify the safety education, and (4)to respond effectively to safety accidents. Above all, it needs to improve preferentially set the infrastructures of school safety, make better practical systems, and encourage the human governance. The most important thing, for the group of lower grade in primary school, is the enhancement of safety recognition in their school and home. The study suggests the delicate efforts and attention are essential to prevent safety accidents of the children.

이 연구의 목적은 학교안전사고 실태분석을 통해 어린이 안전 제고를 위한 효과적인 정책을 제시하는 것이다. 지금까지의 연구는 초등학교에서 어떠한 사고가 발생하는 지에 대해 지역 내 모든 초등학교를 대상으로 전수 조사한 연구가 거의 없어 본연구에서는 수원시 관내에 있는 98개 초등학교를 대상으로 2013년부터 2015년까지3개년을 기준으로 전수 조사하여 분석하였다. 실태분석 결과 초등학교 안전사고는 2013년 7,171건, 2014년 7,764건, 2015년9월 현재 6,032건으로 매년 증가하는 추세이며 이 중 미끄러짐 사고가 가장 많았고학년별로도 발생하는 사고유형에 차이가 있음이 밝혀졌다. 또한 3년간 전체 사고건수(20,967건)에서 보험금 지급건수(1,951건)가 차지하는 비율을 계산하면 약 9.3%로 분석되었고 휴식 및 체육시간에 사고가 집중적으로 발생하였다. 한편, 안전 담당 선생님 면담 결과 학교안전제도화, 지역사회 참여 및 관심 제고, 안전교육 강화, 안전사고 효과적 대응을 위한 자체 교재개발 등이 필요하다고 인식하고 있었다. 실태분석과 면담결과를 종합하면 학교 어린이 안전 제고를 위해서는 학교안전 인프라 구축, 안전의식 제고를 위한 안전교육 지속 실시, 안전사고 제도개선, 휴먼 안전거버넌스 강화 등 4가지 사항이 가장 중요한 것으로 분석되었다. 어린이 특히 초등학교 저학년의 경우 안전에 대한 인식이 약하고 미성숙하기 때문에 학교 및 가정에서의 안전인식제고가 무엇보다 가장 중요하며 우리 모두의 섬세한 노력과 관심이지속되어야 할 것이다.
