Over the last 50 years in the late 20th century had been history of opposition and conflicts between East and West camps represented by USA and Russia. On the other hand, next 21th century has been expected that period of contend for supremacy between USA, dominating nation of the world and China, securing status by fast economic growth. Faster than original expectation, aspect of china in all field raised strategic dilemma to several countries of Southeast Asia which would be the first stage of competition between USA and China. Now Southeast Asia is target that USA and China are pursuing aggressive policy involvement. It gathers attention how the Policy targeting Southeast Asia by USA and China will develop, and both sides will interact, and Southeast Asia region and each countries deal with two of them. It is expected that there will be policy reconsidering about Southeast Asia by USA and China due to new government of USA leading by D. Trump and many prospects are already made. Nevertheless there will be microscopic about southeast Asia policy, it is not expected that entails shit of focus targeting Asia. USA prefers status quo to show the leadership of South East area continuously and, China constructed new order of area. China wants to raise it’s voice to the world order. On the other hand, economic field and non-traditional security field ect.. cooperation is becoming various fields. Geopolitical dilemma which is taken to Established Korea ‘21st century toward to comprehensive strategic alliance’ with USA and, ‘the mutual strategic cooperative relationship’ with China makes the level more difficult. Korea never forget the case which conflict between Korea and North Korea spread to USA and China which is caused by provoke of North Korea, the point of conflict in South East Asia area which caused between USA and China can be spread to North East Asia anytime, and also we must prepare for possibility

지난 20세기 후반 50여년이 미국과 소련으로 대표되는 동서 양대 진영의 대립과 갈등의 역사였다면, 새로운 21세기 오늘날은 유일 패권국가로 군림하고 있는 미국과 급속한 경제성 장으로 위상을 확보해 나가고 있는 중국이 자웅을 겨루는 시대가 될 것으로 예상되어 왔다. 당초의 전망과 예상보다 훨씬 빠른 속도로 제반 영역에서의 중국의 모습은 미ㆍ중 패권경쟁 의 첫 번째 장(場)이 될 동아시아 여러 국가들에게 쉽지 않은 전략적 딜레마를 제기하였다. 현재 동남아 지역은 미국과 중국이 적극적인 관여정책을 추구하고 있는 대상이 되고 있 다. 미국과 중국의 대 동남아 정책이 어떤 모습으로 전개될 것이며, 양자가 어떻게 상호작 용할 것인지, 그리고 동남아지역과 국가들이 양국에 대해 어떻게 대응할 것인지 귀추가 주 목된다. 미국에 트럼프가 이끄는 새로운 정부가 들어섬으로써 동남아에 대한 미국과 중국의 정책이 재검토 될 것으로 예상되고 여러 전망들이 제기되고 있다. 그러함에도 미시적인 동 남아 지역의 정책 조정은 있을 것이지만, 아시아 중시 정책에 큰 변화가 있을 것으로 보지 는 않는다. 동남아 역내에서의 지도력을 계속 발휘하고자 현상유지(status quo)를 추구하는 미국과, 새로운 지역 질서를 구축하고, 나아가서 세계절서에 자기의 목소리를 높이고자 하는 중국 사이에 경쟁과 대립은 불가피할 것이다. 반면, 경제 분야와 비전통 안보분야 등 협력을 확 대해 나가는 분야도 많아지고 있다. 미국과 ‘21세기를 향한 포괄적 전략동맹’을, 그리고 중국과는 ‘전략적 협력동반자 관계’를 수립한 한국에게 안겨진 지정학적 딜레마는 그 난도(難度)가 차원을 달리한다 할 것이다. 한국은 북한의 도발로 인해 야기되는 남북한의 대립이 미ㆍ중 대립으로 이어진 사례를 잊지 않고, 동남아지역에서의 미국과 중국의 갈등이 언제든 동북아로 전이될 수 있다는 점과, 그 가능성에 대해서도 대비해야 할 것이다.
