The leader is the one who leads a group based on one's authority and responsibilities that have been granted by the authorities that have the power to do so. The leadership of the army defines a process that impacts the motivation of the organization for completing a mission. Changing the environment of the leadership of the army, nowadays, can come with a security risk to weapon systems and a change of battle field, training environments, advanced science technology, the widespread respect for human life, increasing diversity of members, the consciousness of military personnel and a change of security and also, in response to these environments, instructions as type based on followers in leadership be making the command relationship with a democratic and sensible leadership. However, the institutional leadership of the army is not enough compared to the need and importance of the leadership. A closer look at the problem and the direction of improvement in the leadership, reveals that it consists of the unrealistic and formal education, on leadership, undertaken by military officers, noncom and soldiers. A solution to the problem, is that the educational system of the leadership must be arranged in a consistent manner, not only at the educational institution but also in a unit.

군에서의 리더는 리더십 발휘의 주체로 ‘부여된 권한과 책임을 바탕으로 조직을 이끌어가 는 자’이다. 그리고 군 리더십이란 ‘군 리더가 임무완수를 위해 구성원들에게 동기를 부여함 으로써 영향을 미치는 과정’이다. 라고 정의하고 있다. 군 리더십의 환경변화는 최근 대두되는 안보의 위협, 무기체계와 전장 환경의 변화, 첨단 과학 기술의 발달, 인간존중의 가치 확산, 구성원들의 다양성 증가, 군 장병의 의식구조와 안보관의 변화에 직면하고 있으며, 이러한 환경에 대응하여 지시형 리더십에서 팔로 워를 기반으로 한 민주적이고 합리적인 리더십을 가진 지휘통솔을 필요로 하게 되었다. 하지만 리더십의 필요성과 중요성에 비해 우리 군의 리더십제도는 미흡한 실정이다. 리더십 문제점 과 발전방향을 살펴보면, 첫째 장교, 부사관, 병사들에게 비현실적이고 형식적인 리더십교육 이 이루어지고 있다. 그에 따른 해결책으로 교육기관에서 뿐만 아니라 자대에서도 활용될 수 있는 주기적이고 끊임없는 리더십 교육제도가 마련되어야 한다. 둘째, 리더십 발휘 기회 를 제도적으로 확대하여 전문화되고 장기적으로 활용 가능한 인력의 확보가 중요하겠다. 셋 째, 인사관리에 리더십 역량을 반영하여 진급이나 평정 등 각종 자료에 활용하는 방안으로 자발적인 동기부여를 유발하는 것이 있겠다. 이로써 군 리더십 변화와 발전방향 연구에 많은 관심과 노력 을 기울이며, 형식적이고 규격화된 틀을 탈피하는 리더십을 개발되어야 한다.
